`i <br /> +M <br /> Board of Selectmen <br /> Minutes <br /> July 25, 1994 <br /> Recess: 8:25 p.m. fleeting Resumed: 8:34 p.m. <br /> Police Chief Search Strategy: <br /> i <br /> Selectman Vaccaro as liaison to the Police Department presented for <br /> the Board's consideration, a recommended procedure to aid in the Police <br /> Chief Se rch Selection Process. <br /> As noted,Mr. Whritenour aided to develop the search strategy proposal. <br /> Mr. Whritenour and Selectman Vaccaro met with members of the <br /> Massachusetts sachusetts Municipal Association to review successful procedures <br /> utilized in similar searches in other communities. <br /> Components of the recommended approach include; <br /> Advertisement,Joh Analysis Position Profile, <br /> Evaluation/Assessment of Applicants and Selection o <br /> Chief of Police indicated Selectman Vaccaro. It is recommended that the <br /> Board of Selectmen be actively involved in all phases of the search process. <br /> With regards to the advertising component estimated to cost$1000, <br /> Selectman Vaccaro recommended to advertise in The Chief and the <br /> Police Career Digest by August 1, 1994. -It was noted that professional <br /> publications require considerable lead time for advertising. <br /> Advertisement in the Cape Cod Times,the Boston Globe and The Beacon <br /> should be considered in raid-August noted Selectman Vaccaro. <br /> The Job Analysis/Position Profile is an initial step in the search/selection <br /> process indicated Selectman Vaccaro. It is recommended that the Board <br /> of Selectmen conduct a needs assessment program. The process involves <br /> collecting information through questionnaires,interviews and/or hearings. <br /> An outside consultant specializing in public safety is recommended to <br /> conduct the personal pre-interview screruing process,position profile <br /> and selection process for an anticipated sura of$2500. <br /> Four steps outline the Evaluation/Assessment of Applicants indicated <br /> Selectman Vaccaro. The Assessment Center process is an essential <br /> part of the selection process related Selectman Vaccaro. Assessment <br /> Centers have been found to be much more reliable in evaluating managerial <br /> and administrative ability than the more traditional selection process. <br /> The Assessment Center is anticipated to cost$5000 noted Selectman <br /> Vaccaro. The Board of Selectmen will be invited to attend as observers. <br /> tape will be available of the process for the Board's review. <br />
