Page 4 <br /> Board of Selectmen <br /> Minutes <br /> September 13, 1994 <br /> Discussion re: Mobile Home Parks Rent Control Petition: <br /> The rent increase has posed considerable hardship on many of the <br /> homeowners indicated Mr,Aldrich. In two years time,rent has <br /> increased in the amount of$64.00 or %. <br /> The rent control petition applies to mobile home pans in 1 lashpee <br /> only indicated Mr. Aldrich. As noted, 24 towns in Massachusetts <br /> have such rent controls. <br /> Marie S valley, a Lakeside'Frailer Park homeowner discussed the <br /> rent increase with the Board. In January of 1983,rent was $73.00 <br /> per month. In April of 1992 rent was $114.00 per month. As of <br /> August 1, 1994 rent has increased to$178.00 per month indicated <br /> 1s. Scalley. 1t was noted that a$12.00 license fee is charged per <br /> month that is not included in the base gent fee. <br /> Homeowner Judy Bengal indicated that the landlord has clone little . <br /> to upgrade the property. The runt increase is unfair and a hardship <br /> to those on a fixed income. It was noted that residents do not have <br /> town water at the trailer parr. <br /> Selectman Vaccaro asked what services are provided to the homeowners. <br /> Mr. Aldrich indicated that the park receives rubbish removal and <br /> snow removal. water is provided by three well located in the Labute <br /> well field property. <br /> Mr. Aldrich complained of the water problems due to rust and of <br /> septics in need of upgrade. <br /> Mr. Arthur Rabesa, former President of the Homeowners Association <br /> indicated that the new owner has upgraded and improved the parr <br /> facility. He noted that many new septic systems have been installed, <br /> ."Let's not Marne this entirely on management" stated Mr. F abesa. <br /> Attorney Robert Mills representing William Laney, the owner of the <br /> Lakeside'frailer Park indicated that Mashpee does not need rent control. <br /> This wiU cost the town in legal fees and reduce property taxes. The <br /> govemment sloes not belong in a privately owned parr indicated Mr. Mills. <br /> In 1992, Mr. Haney acquired the property from.the Labute Estate <br /> indicated Attomey Nfills. The facility is operated as a full service <br /> park. Services include; trash removal, snow removal, driveway <br /> maintenance, electrical and plumbing maintenance,goad repair and <br /> septic maintenance. <br /> Mr. Haney has a full time on site manager and has paid all � <br /> real estate taxes to slate indicated Attorney Mills. He has also paid <br /> the $26,,000 road betterment fee and water district taxes, <br />
