f
advisor reviewing the very specific criteria in the RFP and then
the Committee can maks: a recommendation . The Committee discussed
this process .
Ms. Ahlgren made a motion that Tom Fudala make a recommendation
to the Committee and the Committee will make a recommendation
that the Selectmen , subject to Executive Secretary ' s approval ,
enter into a contract with the person selected.
Mr. Writenhour will try to save space on the Selectmen ' s agenda
for this issue that same evening .
Fill Hadge from GZA was present to report results of studies on
the two town owned parcels -old dump and former DPW sites .
He explained they did '13 backhoe excavated test pits at the
Center site and 4 at the 151 site . He presented a map of where
the test pits were done . The only signs of past dumping was a
1 - 2 ft layer of ash . Test pits 3 & 5 (old dump ) looked like
debris material but after 2-3 feet -it was clean sand. He did not
research the old records or aerial photos that would give a
better indication of what went on there. They checked -for
methane and volatile organics and didn ' t find anything .
Ms. Mills noted that a lot of the trenching and burning of trash
was done at home during that time.
Mr. Hadge noted they did not find anything at the old DPW site
either . They looked for signs of staining and found a small 1 "
surface staining in a small area. None of those test pits
indicated any problem.
Mr. Dinizio asked if they needed to do any further investigation
on those sites?
Mr . Hadge responded at this stage the Committee is trying to
determine if there is any major problem or reason to eliminate
the site based on soil or groundwater issues and there is not.
They should look more closely at the design stage but could they
switch gears at that point if they found a problem?
Mr. Greelish stated he -is probably not satisfied with this level
of investigation . He suggested Mr . Hadge talk with the Board of
Health , coordinate with Health agent and review data they have.
He does not want to see the Committee commit to this site
prematurely .
Gary Larson , DRA asked if the ash at the dump site would have to
be excavated and moved?
Mr. Hadge said it would not support any building and would
probably need to come out. For ballfields it could probably
stay in. He does not know how far it extends . It should be
identified chemically .
GZA will coordinate directly with the Health agent on gathering
additional information particularly on history .
3
