Gary Larson presented a schematic of the Rte 130 site with the <br /> school in the middle of the site , as requested by the Committee . <br /> Because of some areas of steel slopes, it divides the site . This <br /> maintains the entrance •from Rte 130 . It has faculty/staff <br /> parking in front with separate student parking . Emergency drive <br /> is to Meetinghouse Rd . The softball fields will have to he down <br /> at a lower plateau . There is separate parking to the football <br /> area. There is still enough room to develop an elementary school <br /> but because of the wetland ::area and steep slopes the fields will <br /> be far away . <br /> Committee members liked the 2 parking lots, eliminating one large <br /> area of blacktop. <br /> Mr . Franceschi presented an updated matrix incorporating the <br /> Committee' s comments . <br /> Mr . Franceschi presented information which spells out the process <br /> required by the State: <br /> - building needs conference (has not taken place yet) . <br /> - review of the sites for adequacy . <br /> - prepare educational specifications . <br /> --- schematic design phase plans. <br /> Mr . Franceschi suggested the State look at bath sites for their <br /> adequacy and it could be done simultaneously with the building <br /> needs conference and could happen before town meeting . <br /> - final working drawings are submitted before June 1st of the <br /> fiscal year . <br /> Mr . Franceschi told the Committee they are wise to recognize the <br /> burden which will be placed on them with a project of this size. <br /> it will require someone following up day to day . In his <br /> experience, the successful committees have had a position <br /> equivalent to an assistant executive secretary sitting on the <br /> Committee. <br /> The Committee asked Mr . Franceschi what type of professional he <br /> would recommend? <br /> He responded there would be two types. One equivalent to an <br /> assistant executive secretary , someone familiar with town <br /> government, a liaison with the selectmen , someone who can <br /> expedite things . Probably not a full time ,job. The second part <br /> is the educational portion . Mashpee does not have an operating <br /> high school and might want the educational consultant working for <br /> the Committee . It is a burden for the Superintendent to get <br /> involved in day to day things . Working for the architect, the <br /> educational consultant would be involved during defining of the <br /> educational specs and during the schematics. A principal may not <br /> necessarily have the expertise in planning of educational <br /> facilities. <br /> Dr . beMoura agrees the principal would not have the same <br /> expertise as a consultant ( i . e. John Collabro) to develop <br /> 4• <br />
