Ludents can walk or ride bAkes to school p it reduces .the overall
traff-1c -in the surrounding neighborhood . The community can use
the building after school if it is, accessible , One-third of the
students are with-in ] -,. 5 miles of the Center site , only 10% are
within 1 . 5 miles of the 151 site . The traffic consultants said
both s-ltes could work but this one made more sense because of its
central 'location .
Commun-ity Im o a this site has historical value . The
.int er'section of Great Neck Rd ... and 130 was the focal point of
development. It -is s-ignificant that town hall i's 'located hered
This is an opportunity .to locate a commun-ity center in a
pedestrian env-ironment. "151 is a more veh-ioular environment.
The access-ibility on weekend q and after school to both students
and adu'lts provides s4grvi f i cant opportunities to the town .
Mr . Franc chi stated he understands many people are here tonight
because of environmental concerns . They look at it as an
opportun ity - The majorlty of prope rl(-,y at the Center site is
privately owned . There was a condo project started with 144
residential units . Even with today ' s zoning it would allow 65
housing units . This 'is not a question of leaving it open or
building a high scho(-)] :. A public., development can be very
sensitive to the envlronpienta] concerns . The site 'is -180 acres
and the school will use at most 80 acres and the building only 2 .
There wl "I 'l be same pavement and trees cut for fields but they ocan
site the school sensitively and with much greater control on thl";-;
publ 'ic development than on a private one ., A )arge portion of -the
site can be 'left open and wooded ,,
Qperat i onal. Costs.: Mashpee presently spends, $4,50 , 000 on busing
it ' s students:,, There are no sidewalks yet and no policy has yet
to be adopted regarding walking but there could be a lot of
students walking or biking each day , The number of buses and
mileage would be greatly reduced .,, A conservative est-H-nate for
savings each year, would be $50-70 , 000 ., Th-Is adds up year, after
year. There are already plans for a bikepath along Rte 130.
There -is one area where the 151 site is favored and that is site
deve I ops ent costs. Utilities are already there. The plan can be
compact, which is 'less expensive . Public water iG available .
Water would have to be brought up to the center site . T h ex 15 1
site would represent a one time savings of $250-3005000 .
However- , the State reimburses the proJect ( for Mas hpee at a rate
of 58%) for site development, but operational costs are not
reimbursed . Total project costs could be the same at elther
s i te,
Mr-. Franceschi stated during their investigation , they found
t.here -is a feeling the Center of Mashpee is shifting to the
its large so 'I cr,-)mmercial development .
rotary area because of
A high school -is different from a commercial development. It can
2
