Coleman spoke highly of Mr. O 'Lear ' s firm. He has <br /> suggested the committee consider employing two firms to represent <br /> Mashpee. (Coleman and O 'Leary) <br /> Uniform standards of appraisal practices require,* plot plans <br /> of properties involved , topographical mapping, aerial photographs <br /> and access to the properties .informed Mr. Coleman . <br /> A registered letter must be issued to each property owner <br /> formally notifying them of the intent and purpose of the site <br /> visit related Mr. Coleman . They are given an opportunity to <br /> select a set time to review the property with the appraiser . <br /> Mr, Coleman recommended to not appropriate a sum of money on <br /> the Town Meeting Warrant . If the to i,ng is less , the owner can <br /> use the Town document on the issue of credibility informed <br /> Mr, Coleman. <br /> Mr. Coleman recommended to combine all cost factors into one <br /> lump sum for appropriation. This would include; the engineering <br /> feels , appraisal fees and eminent domain figures.. <br /> 5 -058 p,m. JOHN D, HEAPHY APPRAISAL ASSOCIATES: <br /> John Dt Heaphy was present to discuss the appraisal <br /> process } Mr* Heaphy indicated that he is familiar with eminent <br /> domain procedures . He has been an employed appraiser for thirty- <br /> four <br /> hirt -four years . Mr. Heaphy began his own business in 1987 <br /> Mr. Heaphy indicated that he .is able to submit a ballpark <br /> appraisal to meet the September deadline for October Town <br /> Meeting% <br /> The Town should conduct their own title abstract and <br /> engineering noted Mr . Heaphy, He was not able to judge his <br /> ability to fall within the spending cap of the committee without <br /> review of the land and plans . <br />
