SEWAGE TREATMENT PLANT
Mark Pare of DeEao wait and Pare was present to discuss the options and
costs for the sewage treatment plant.
Mark Pare said, based on feedback he has received , he must have done a
lousy Job discussing the issues the last time he met with the Committee and
hopes to address those concerns better today . He is attempting to work on
the Town 's behalf but maybe be he misunderstood the Committee's priorities,
He thought that because the site is very sensitive, the design would
receive intense sorutiny and time was very important; there is a deadline
to meet. He assumed these were his priorities, Alternatives were never
discussed. T f he mi s u nde rstood his directive and cost i s the overriding
factor, he needs to know that.
He has received the notes from the Town's meeting with DEP.
Peter asked how he feels, personally, about asking for a waiver from DEP'
Mark said he has no problem asking for a waiver for flow, provided the
system i s designed to provide the quality of effluent expected .
Peter said data shows flows at other schools, similar to this one, don 't
exceed 8, 000 gallons per day put Title V requires two times that. He asked
M r.Pare i H he has any personal reasons for the Town to build to Title V
standards?
M r. Pare said he does not have personal reasons. Technically , you can' t
design the plant basad only on a study of flows, you need to look at the
concentration also. He also received data from some schools and the recent
vintage schools do have reduced flows but as he suspected the
concentrations are going up. The oak Ridge school in Sandwich , the
concentrations were very high.
He presented handout material on costs associated with a 12 ,000 gal . plant
and a 24, 000 gal . plant. There is a $100,000 cost difference, Re also
presented a letter from John Ryan of Clearwater Resources estimating a
$75 , 000 cost difference between the two plants, based upon his experience.
George Costa asked what they plan on building for that money's Fields Point
built a plant that he does not think was even in this neighborhood of
oasts. why not consider a package treatment plant's
Merry sue said her concern is will it run efficiently with only 400
students in the school? will maintenance be more difficult running the
plants with substantially lower flows than it was designed fo r'7
Mark said he received the data from the sandwich plants and they meet the
permit,,
George explained it i s not a violation problem it i s a flow problem they
are having . There is not enough volume. A package plant can be built for
$200-300,000 .
Peter said DEP will not allow a Eioclear system.
Mark Pare said there is not the economies of scale people may think there
is in downsizing the plant*
George said we want the water to come out clean, the technology is out
there , $800 , 000 is a lot of money ,
Will it work with reduced flows?
Mark said it will . That is the reason they picked this technology because
7
