Paul will call Town Counsel on this issue. Dan said he will have received a
letter from BSS also.
Dan presented some site plan changes. He eliminated the most northern bay
of parking - 46 cars and a bay near the football field . It the Committee
feels they will not need that parking he could move the football field
north . The Committee does not want to do that.
The Committee agreed to go forward with these design changes.
Dan showed the kettle hole for drainage on the plan .
He showed a recommended location for athletic storage building on the plan .
It could be connected by a gravel drive from the edge of the parking lot.
Dan said he proposed to clear and grade the top softball diamond area. He
feels 2 softball fields would be a beneficial addition to the program, if
it can be afforded .
Janice asked , when they clear the lot, will everything within the road
boundary be flattened?
Dan showed on the plan where existing vegetation could be saved.
Paul said they can put penalties on a contractor and require they restore
anything they destroy .
- Paul explained the town sent offers to the land owners and their response
was due today. If they did not reach agreement, they would send formal
notices of taking and the process is expected to be complete by December
12 . If they sue, they sue. The town made a fair value offer to settle
outside of a taking .
- Bob explained public archeological lab concluded their survey. They dug
129 shovel test pits and found no artifacts . They are completing their
final report.
- Mowhawk carpets is wiling to make a presentation to the Committee and Bob
would like to give them 2 possible dates to attend. The Committee agreed 2
and S weeks from today -- 11/29 or 12/6 .
- Paul explained that Bob Whritenour denied his request for $50 . 00 for food
for these meetings. Peter Dinizio asked Bob Sullivan to form a volunteer
committee to bring food to the meetings.
- Construction to commence upon issuance of Letter of Intent - Tom Wren
explained when the Committee reviewed the AIA questionnaire they thought a
letter of intent would be sufficient to allow the contractor to enter the
site. Town Counsel would advise against that. He believes there should be
a contract first.
Paul said the contract will be published in all the bid documents . If they
bid and accept the job, it will be as set in the bid documents.
Construction will commence upon issuance of Notice to Proceed , upon receipt
of bond .
- Paul received soil test samples and passed them on to the Building
Inspector.
9
