were interested . The appropriations Committee did not seem to oppose it.
They were hoping for a vote today or tomorrow. The question becomes
getting the Governor to sign it.
He also spoke with Tom Cahir about the EIR and the sewage treatment plant.
They called George Cromby, DEP and talked to him about the plant. Senator
Raushenbach said if the State wants to play hardball ( re : STP) he would
introduce legislation for an exemption but the fall out from that is
incredible, however the project has to go on . He agreed the
Committee/Architects spent a lot of time meeting with environmentalists and
are trying to do this project right.
He asked if the Town would be willing to put in this experimental system
and if it had problems in the future would agree to correct it. Paul
agreed, whatever system is installed , if problems arise they will have to
be corrected.
Paul discussed with Tom Cahir how to get a graceful exit form the ETR.
The Town submitted an ENF and it got high praise, was well done and well
studied . It seemed an EIR would not be required - why was it at this late
date? They will try to find out why. He will ask that the EIR be revised
providing the Town will agree to continue with a proper traffic study , will
file water discharge document with the local Conservation Commission and
storm water management plan agreeable to Mashpee Conservation Commission .
There are no longer any planned trails to the river. It seems there are no
outstanding issues for an EIR but until we here officially , we will have to
keep going.
Bob Fournier explained the archeological study found nothing . They are
finalizing their report.
The traffic study is being undertaken already. The Cape Cod Commission has
sent a letter backing away for their request for a trail to the river.
Merry Sue said the Commission , at their meeting with the Selectmen last
Monday , said the Town must formally request they do a simultaneous review
with the State ( EIR) .
Bob said they met with the Commission last week.
Steve asked where we stood with Woodard and Curran? (Design of STP) .
Bob said they are progressing with the design of a 15 , 000 gallon per day
plant. They expect to present it to the DEP for approval about the first
of the year. Bob made them aware of the Cromaglass system and they have
spoken to them to get knowledge of the system.
Paul suggested getting a proposal from the consultant on the cost to design
this systems (Cromaglass) as well .
Bob will ask them about a fee for a review of that system and report back
to the Committee.
Paul said our State Representative and State Senator want to get us through
this process . After meeting with George Cromby , he also said he was
willing to do whatever he can .
Ian will give the information on Cromaglass to Dames and Moore .
2
