F <br /> Paul said they looked at that, it seems it starts and ends on the town ' s <br /> property so there is no issue. <br /> ettlehole Issue- Bob explained the water District has agreed to abandon <br /> Well HWWC-4 and thus the keit l eho l e can be used for as a receptor for <br /> discharge from the proposed detention basin, <br /> Environmental Impact_,Be ort- sMMA submitted a revised proposal to include <br /> d. <br /> the traffic study. This is waiting for Selectmen ' s approval . <br /> Paul said they are trying to " lobby to find what caused the EIR and to <br /> soften it up, They are hoping to get an answer prior to the next <br /> Selectmen's meeting. Either way x the Selectmen will act on it Monday . <br /> They can approve an upper limit and the proposal cou1d always be modified . <br /> Peter asked how much this will set back the schedule? <br /> Bob explained they need the traffic information to complete the E I P and <br /> that will take 6 weeks to complete . They will submit the draft EIR to <br /> MEPA, everyone who respond to the ENF will have the opportunity to respond . <br /> If i t is acceptable the Secretary will ask for a finalized version . If it <br /> is not acceptable , they will ask for some mitigating measu res beyond what <br /> is proposed * <br /> Peter asked if the mitigation could be the design of the intersection? <br /> Bob said yes , they would have to indicate what the mitigating measures are. <br /> MIEPA would not have to sign off on a redesign plan of the intersection . <br /> Paul read a letter form the Cape Cod commission stating that because of the <br /> EIR this project becomes a BPI with the commission requiring Commission <br /> F <br /> review. <br /> Bob said they will have to go to the Commission , They intend to meet and <br /> work with them. The commission did not require an EIR and he is hoping <br /> this is as far as they will have to go. <br /> Peter said considering the PAC will no longer be going on this site, could <br /> that help mitigate some of the concerns regarding this development? <br /> Bob said their ENF nearer considered the effect of the PAC on the river. <br /> The Secretary's office was surprised at the minimal r~esporgyse to the ENF <br /> considering the sensitivity of the site <br /> Peter said he wants to make sure people know the PAC will not longer be on <br /> this site and asked Bob to remind the state of that. <br /> Advance Site Clearing and Grubbing Package- Bob prepared mare information <br /> on this proposal as requested. <br /> Paul asked when a decision is need on this? <br /> Bob said the Committee could vote on it next week, beyond that it could <br /> hold up the schedule. <br /> They g have changed this schedule , the bidding of this package will be <br /> January <br /> 3 -Jan 19 and award on February 1st. The work could be Torre i n <br /> a <br /> weeks al lowing 1 week grace period between this work and the beginning of <br /> the building construction ,, <br /> Paul said considering we don ' t know the impact of the EIR on the schedule, <br /> we may be doing all this for naught. <br /> Bob said that is true, but sMMA has a good relationship with the <br /> Secretary' s office. The EIR is not an extensive one but it is critical to <br /> 6 <br />
