the budget to see what you can afford to buy - a package to give you the
most bang for the buck. CCR is trying to get clients with similar
requirements to band together for better purchasing power.
QUESTIONS:
Bill asked, if the cable company is originally involved with the school but
then we want to disconnect from them, how can we integrate the other town
buildings without them?
Mr . Kirwan said you do not have to use the cable company. You can work with
other utilities, you can install your own, rent facilities from the
telephone company.
Steve explained we have negotiated with the cable company to put in a
dedicated line for all the schools and the library, a 2 cable run and it
will become a town system.
Mr. Kirwan said that is phenomenal . You are way ahead of the game.
Joe asked how long it will take to train 100 teachers in a new system?
Mr. Kirwan said when they design a system it has to be uniform, straight
forward , easy to use and well documented . Part of the specification that
goes out is the training program required by the vendor/provider . It has
to be done in cooperation with the town , there is some jockeying of
positions necessary. You identify the key people interested in taking a
position of learning .
Janice asked him to talk about his experience with systems he has been
instrumental in instituting in schools - good things that have occurred ,
things that didn 't turn out as well as he thought.
Mr . Kirwan talked about the Library at the University of Indiana, they
thought they wanted fiber optics everywhere. CCR did not fight strongly
enough to say they didn ' t believe that. They have it everywhere now and
haven' t touched it. It used up a lot of money that could have gone
somewhere else . Try not to go for the glitz . Try to be more frugal ,
especially on the education side.
Merry Sue asked, with everything other than infrastructure, what would he
do to help us? Mow to select equipment? Companies?
Mr. Kirwan said they will take what filters out of the technology plan and
out of the infrastructure and talk with the Computer Coordinators and this
Committee and translate into English the requirements: is there a reason to
pick a specific vendor, or are you looking for a "buy"? Where does your
budget and curriculum objectives let you go? Where is the wisest choice of
dollars?
Paul said this school won ' t open until September 1996 . What would he
recommend for purchasing the equipment? We don ' t want to spec the
computers now if they won ' t be used for 1 1/2 years?
Mr. Kirwan said that is why he drove the point of the infrastructure so
hard -- get that built so it is ready to support you . Because schools loose
a lot of their resources in the summer , he would recommend picking up the
specific equipment discussion in February of 1996 .
Paul asked if he would do an early draft to support how you would pick the
infrastructure?
Mr. Kirwan said that is the process . They prepare an outline specification
from the technology plan . It can then sit on the shelf for awhile . As
people have ideas , put then into a file .
Steve asked him to give us a brief overview of the Quabbin or Cambridge
4
