been so many changes . could they bring the next estimate forward - do It
sooner rather than later?
Phil said the accuracy of the estimate i s dependent on the accuracy of the
drawings. There is a risk of less accuracy to the esti mate .
Peter sa i d this overrun is 1 of the construction budget. Are we wasting
time on this 1
Raul said it is not 1 , 1 t is really 6-7 , because of the value added and
contingencies .
Paul said this issue will be plat on the January 3rd agenda, For that
meeting he would like SMMA to talk to Daedul us about their opinion on a
estimate, any value added recommendations, and a really good opinion of
where SMMA thinks we are with the budget.
Ed said they will quantify minor~ items , recommend major items, recommend a
value added list and find a way to validate the cost estimate.
Submission of EIR, Potentia 1 Schedule Delay.
Brian Lawlor , civil engineer has been dealing with the EIR and the various
agencies . He reported to the Committee on the status of the EIR .
He explained they are required to file with the cape cod Commission also
and it will be a joint filing with the Commission and MEPA. He asked the
Commission for guidance and received a very positive feeling from them.
There seems to be a commitment from thea to help us with this project.
Sharon Rooney offered to set up a meeting to go through the commission
application and to keep it as close as possible to the EIR, That meeting
will be this Thursday at 9 : 00 a.m.
M r. Lawlor also spore with MEPA who are very pleased about that meeting and
they will contact the commission to make there clear about the scope of the
EIR. He feels there has been a positive change in attitude .
Where that leaves the filing of the EIR:
M r. Lawlor expected to file the E I R with MEPP on December 15th . He
believes it would be unwise to file it on the 15th and not tape advantage
of a consultation with the ccc first. The joint filing gives the
Commission the right to define the product. He feels strongly about
meeting with thea before filing the EIR.
Merry sue asked what that does to our filing goal ?
He said he will file it within the next 2 week period, i f all goes as
planned and he assumes it will . That war the cc w i l l have oppo rtun i t fon
input.
Steve asked if the committee/Town should have representation at the
meeting?
Raul has no problem with someone attending , he cannot. Peter cannot,
M r. Lawlor asked Sharon Rooney who should attend. she did not feel it
necessary for the owner to attend and asked that he not bring a team of
consultants .
Greg Taylor said he plans on going.
Peter asked about the letter form Armando Carbonell stating this project
must result in no net addition of nitrates to the aquifer, are they backing
cuff of that?
M r, Lawlor said he will explain to them how we would mitigate th e
Situation . There is no way to reduce the level to zero.
4
