MASHPEE CHARTER REVIEW COMMITTEE <br /> MONDAY,.TUNE 23,2014 <br /> WAQUOIT MEETING ROOM--TOWN HALL <br /> Present: Edward Larkin,Theresa Cook,Chuck Gasior, Scott McGee,Michael Richardson,Don <br /> Myers,Mary Waygan,Richard Halpern, and Wayne Taylor. <br /> Audience: Deb Dann—Town Clerk <br /> Andrew McKelvey- Resident <br /> Geoff Spillane- Mashpee Enterprise <br /> Ed Larkin, Chairman,called the meeting to order at 6:41 p.m. <br /> Approval of Minutes <br /> Michael Richardson motioned to approve the regular meeting minutes of June 16,2014. <br /> Richard Halpern seconded the motion. <br /> VOTE: 8-Yes; 1-Abstain. <br /> Roll call Vote: <br /> Mary Waygan—yes Edward Larkin—yes <br /> Scott.McGee—yes Theresa Cook- yes <br /> Wayne Taylor—abstain Chuck Gasior—yes <br /> Michael Richardson—yes Don Myers—yes <br /> Richard Halpern-yes <br /> Other Business <br /> Review suggested change to Article 3-Section(i)(4) Recall Procedure <br /> Ed Larkin noted all Committee members received the comments from our Charter Attorney. Ed <br /> said while 20%of voters would still be required for the initial petition,regarding the vote <br /> percentage requirement 10% is reasonable in view of voter turnout. <br /> Motion: Theresa Cook motioned to change Article 3-Section(i)(4)to tO%from"at least 20%" <br /> in that paragraph right below"Against the recall of(Name of officer)". <br /> Scott McGee seconded the motion. <br /> Discussion: <br /> Michael Richardson stated for the record it is disappointing that people do not come out to vote <br /> and do a better job. <br /> Chuck Gasior said it would seem if you have a recall that it should generate people coming out to <br /> vote and if 11%come out perhaps it should be a percentage higher than 10%. <br /> Deb Dami,Town Clerk,commented Committee should keep in consideration when you have an <br /> uncontested ballot then you have even a lower percentage turnout. <br /> Don Myers said he echoes Debbie's concern. Also,he said we make it more strenuous for this <br /> election than for any other Town general election;why do we go to that extent. <br />
