Review suggested change to Article 3-Section(i)(4)-Recall Procedure continued
Mike Richardson said Recall is removing someone from office, which is a fairly severe thing to
do, so it should be harder to do than to elect someone.
VOTE: 8-Yes; 1-No.
Roll call Vote:
Mary Waygan—yes Edward Larkin—yes
Scott McGee—yes Theresa Cook-yes
Wayne Taylor--yes Chuck Gasior—yes
Michael Richardson—yes Don Myers—no
Richard Halpern-yes
Reyisit/Vote on Town Clerk Article
Mary Waygan motioned to revisit the vote taken by the Committee on April 24`x'to amend the
Charter that says the Town Clerk be appointed, rather than elected.
Scott McGee seconded the motion.
VOTE: 9-Yes.
Roll call Vote:
Don Myers—yes Michael Richardson—yes
Chuck Gasior—yes Wayne Taylor—yes
Theresa Cook--yes Scott McGee—yes
Edward Larkin—yes Mary Waygan—yes
Richard Halpern-yes
Theresa Cook motioned to rescind the approved motion of April 24, 2014 that she made with
regard to Section 3-1(a).
Richard Halpern seconded the motion.
Discussion:
Mike Richardson said we initially did this because we wanted to let the Town decide whether it
should be an appointed or elected position. He said he gathers what we're doing now is we heard
enough information to suggest that the Town doesn't believe that way and so therefore we're
rescinding our initial thought. Terrie Cook said that is her intent. She said if you read her
original motion in April it was to put it to the voters because the voters had never decided on that
particular position but very plainly it appears people don't want to do that so I'm rescinding my
motion.
VOTE: 8-Yes; 1-No.
Roll call Vote:
Mary Waygan—yes Edward Larkin—yes
Scott McGee—yes Theresa Cook-yes
Wayne Taylor—yes Chuck Gasior—no
Michael Richardson--yes Don Myers—yes
Richard Halpern- yes
Ed said our original motion to change is now rescinded and is not a charter amendment that will
be put to Town Meeting in October.
Review Section 5-9 Town Clerk Wording...Ed Larkin said this is a moot point—not needed now.
2
