Terrie said even <br /> hough Committee action lists and minutes were forwarded to Attorney Costello and he has given <br /> rulings on some things, she thinks Committee should go through the action list section by section <br /> whil we have the opportunity to do so with Attorney Costello present. The sections reviewed <br /> are listed below,as well as the procedures available to amend a Town Charter as explained by <br /> Attorney Costello. <br /> . 1 <br /> Process to Amend Charter <br /> ttomey Costello stated there are several ways to amend the Charter. Most frequently used <br /> method is to have-amendment brought by Board of Selectmen,Town Manager or Town Meeting <br /> eeting <br /> itself. <br /> 0 Requires 2 majority vete at Town Meeting to approve any amendment. <br /> Proposed amendment to be reviewed by State Attorney General. <br /> Fin lly, has to be approved at ballot vote. <br /> Attorney Costello said towns could seek amendments to Charter by special legislation. An act o <br /> the General Court can implement a charge to the Home Rule Charter. Pat said he has seen this <br /> utilized not so much for a"laundry list"of changes,but for a specific change. Typically Town <br /> Meeting would authorize the.Board of Selectmen to petition General Courts for special <br /> legislation. <br />
