Process to Amend Charter continued <br /> Attorney Costello explained that blanket amendments can be done in one Article. He said this is <br /> mostly used when submitting minor changes in language, etc. Best to do major or substantive <br /> changes in separate Articles. Article(s)can be amended at Town Meeting. <br /> Ed Larkin added comment that any 10 registered voters could submit petition article to amend <br /> charter. <br /> Attorney Costello said when Board of Selectmen/Town Manager propose change to Charter, <br /> public hearings have to be held. When petitioned, it appears as petition. <br /> Review of Charter Sections on Action Dist <br /> Sec_1- o—Town Bulletin Boards <br /> Committee posed the question; Is it correct that the Board of Selectmen may designate Town <br /> Website under Town Bulletin Boards category simply by declaring what is Town Bulletin Board. <br /> Pat Costello responded"that is correct". He said the Board of Selectmen may make the Website <br /> or any medium the Town Bulletin Board if Town Clerk uses it as an official bulletin board to post <br /> notices,etc. at Town Hall. He said it doesn't have to be a"cork bulletin board'; a bulletin board <br /> could lie electronic. <br /> Action: Leave this Charter section as written and refer to Board of Selectmen to define Town <br /> Bulletin Boards should they choose to do so. Attorney Costello said for the main Bulletin Board <br /> it would be essential to coordinate with Town Clerk since Town Clerk has right to establish what <br /> the"official"bulletin board is for posting notices under the Charter. He said supplemental <br /> bulletin boards would be under Board of Selectmen discretion. <br /> Add 1-' r to define e-mail? <br /> Should section be added to Charter to define a-mall or place somewhere under communication? <br /> Pat Costello said e-mail is clearly a form of comm"Unication. He would have to look at specific <br /> context as to how email to be used to determine whether or not need to broaden language. If 1 <br /> 7(r)to be added,that would require an amendment to the Charter. Attorney Costello pointed out _ <br /> that of definition too specific,-then would have to deal with ongoing technology. <br /> See- - cial Metin <br /> Attorney Costello said Charter number of"'200"voters to petition Special Meeting is premised on <br /> existing Mass General Law. <br /> Action: Leave as written;delete from action list, <br /> See- - b —Referral <br /> Don Myers said the question now is could e-mail be used to distribute notices to voters,rather <br /> than postal mail. Attorney Costello said distribution to voters is not a Charter requirement; it is <br /> the By-Law that states documents to be published and distributed to voters. He said he would <br /> have no problem if copies were distributed via e-mail to voters,but Town not likely to have e- <br /> mail addresses of all voters, <br /> Action: Since -mail could be used,perhaps Board of Selectmen might want to consider <br /> amendment toBy-Law. <br /> 2 <br />
