10 <br /> Community Preservation Committee <br /> Minutes <br /> December 14, 2017 <br /> Habitat for Humanity of Cod, Warren Brodie, Jeff Brown Scattered Site Mashpee <br /> Community.Housing purchase/pre-development/construction (3) Homes: 56 DeGrass Road, 341 <br /> Great Neck Road North.f2 <br /> Warren Brodie, Board Member of Habitat for Humanity of Cape Cod was in attendance to <br /> discuss the Scattered Site Mashpee Community Housing project application, funding in the <br /> amount of$167,000 for the construction of three, three-bedroom ranch style homes at a cost of <br /> $50,000 per home to include the acquisition of the Great Neck Road North property for$17,000. <br /> Mr. Brodie indicated the proposals are unchanged. However,the project has received the <br /> endorsement of the Mashpee Affordable Housing Committee. It was also noted the acquisition <br /> of the Great Neck Road North property a non-conforming site deemed unbuildable is <br /> conditioned on obtaining a Comprehensive Permit from the Zoning Board of Appeals, <br /> Motion made by Mr. Pizzo to approve and recommend to the May 2018 Special Town <br /> Meeting, the Scattered Site Mashpee Community Housing project submitted by Habitat for <br /> Humanity of Cape Cod in the amount of$167,000. Funding shall derive from the CPA <br /> 10% Affordable/Community Housing Reserves. <br /> VOTE: 7-2. Motion carries. <br /> Roll Call Vote: <br /> Mr. Halpern,yes Mrs. Sherman, no Mr. Larkin,yes Mrs. Thayer,yes <br /> Ms. Waygan,yes Mr. Shaw,yes Mr. Hyde,yes Mr. Pizzo,yes <br /> Mr. Harsch, no Opposed, (2) <br /> Although the State generally allows for preference, there was concern that local preference <br /> cannot be guaranteed for Mashpee residents. It was noted that Habitat for Humanity has <br /> constructed 20 homes in the Town of Mashpee to date. The homes deeded affordable in <br /> perpetuity are assessed for over$1,000,000 in value. Some of the land donated by the Town of <br /> Mashpee was not on the tax rolls. <br />
