5 <br /> Community Preservation Committee <br /> Minutes <br /> December 14, 2017 <br /> Mashpee Conservation Commission/Mashpee Planning Board/Mashpee DPW, <br /> Catherine Laurent, Andrew McManus Mashpee Greenway/Quashnet River Path and Footbridge: <br /> (continued) <br /> It was agreed one of the Town of Mashpee's greatest resource is its rivers and bays. The concept <br /> is good; however, this particular location is not ideal. The project has received support from the <br /> Mashpee Environmental Coalition and Environmental Oversight Committee. When asked about <br /> the location for the bridge, it was disclosed this was the only site selected as a result of an <br /> existing concrete foundation that was a previous cranberry bog structure. It was suggested the <br /> applicants consider moving the bridge to another location possibly upstream. <br /> Catherine Laurent, Director of Public Works indicated the DPW was brought into this project to <br /> assist with the procurement of funds. The Director has not been involved in the site selection <br /> process and to her knowledge an additional site Iocation has not been evaluated. <br /> Mary Kay Fox representing the Mashpee National Wildlife Refuge noted that CPA funding was <br /> awarded to create trail mapping in the Town of Mashpee. Ms. Fox indicated the area of Route <br /> 151 is extremely intimidating and dangerous, Users are exposed to a lot of noise and trash. The <br /> connection to the other side of the river is by far a much safer environment, and a good reason to <br /> develop the trail network in this area. <br /> Motion made by Ms. Waygan to approve and recommend to the May 2018 Special Town <br /> Meeting, the Mashpee Greenway/Quashnet River Path and Footbridge project in the <br /> amount of$110,000. Funding shall derive from the CPA 10% Open Space/Recreation <br /> Reserves for this project. <br /> Motion seconded by Mr. Hyde. <br /> VOTE: 4-5. Motion does not carry. <br /> Roll Call Vote: <br /> Mr. Halpern, no Mrs. Sherman, no Mr. Larkin,yes Mrs. Thayer, no <br /> Ms. Waygan,yes Mr. Shaw,yes Mr. Hyde,yes Mr. Pizzo, no <br /> Mr. Harsch, no Opposed, (5) <br /> Motion made to approve the Mashpee Greenway/Quashnet River Path and Footbridge <br /> project if there was no trail leading to the Mashpee Middle/High School. <br /> Motion seconded by Mr. Hyde. <br /> VOTE: 4-5.
