Mashpee Waterways Commission Minutes
Mashpee Town Hall
Minutes of the July 101h, 2018 Meeting
Chairman Bates called the meeting to order at 9:03 AM at the Mashpee Town Hail
Present: Ken Bates, Don Barton,Stan Healy, Don MacDonald,Steve Mone
Absent: Al Wickel,Tim Leedham
Also in Attendance: Rick York, DNR
Stan Healy made a motion to approve the minutes of June 12, 2018 and was 2nd by Don Barton and
unanimously approved.
Communications and Correspondence:
Ken Bates received an email for Rosanne Burns, a resident of Ockway Bay, concerning the heavy
presence of algae in the Bay. Rick York stated this condition is related to the high nutrient load that has
entered the Bay. Rick will respond by email, and provide further information. As an aside, Rick noted
that he is asking for additional funding for shellfish propagation to help counter the algae growth.
With regard to a prior email concerning a dock expansion proposal for 70 Island Popponesset Road, that
included significant dredging of sands, Don Barton asked Ken Bates for clarification as to what review
oversight the Commission normally exerted over these types of notifications. Ken stated that the
Commission primary responsibility was to determine if any navigational hazards were identified with the
new activity or project.
Steve Mone,at this juncture, stated that he had become aware of a recent dock approval on Little River
that posed, in his opinion,a potential obstruction. Steve explained how a large craft would be docked
with its length projecting precariously out into the waterway. Rick York added that this dock proposal
merited additional review. After further discussion,it was recommended by all the members present
that Ken Bates send a letter to the State reviewing agency Dave Hill,to outline the navigation concerns
noted by Steve, Ken would start with Cons Comm.who had already approved the dock.
Old Business
Harbormaster Report:
Alec Turner could not be in attendance, and his report was given by Rick York. Rick noted there were
several enforcement issues on the fresh water ponds and enforcement of the rules and regulation for
safety is a top priority and concern of the Harbormaster.
On Mashpee/Wakeby,4 tickets were written, a jet ski impounded, and a child injured. Some residents
requested that addition enforcement actions be considered. Rick noted that on site enforcement
presence is provided 10am-6pm on weekdays and 10am-7pm on weekends. Rick mentioned additional
enforcement action will be taken this weekend.
On John's Pond,a drunken boater was arrested.
