Merry Sue
motioned and Joe seconded the motion. Paul asked for any discussion of which
there was none. Paul called for a vote to accept the notion of which all members
were in favor 0.
Paul asked for any other housekeeping items of which there was none.
EIR Fees: Paul stated he had said at the last Committee meeting that the Cape Cod
Commission and the EIR group} MEPA, did not want anything in addition. He said that
statement was false. There are five things that they want. One of which was how the delay
of the traffic deals with the delaying} what was to be done in the interim, and then later on,
and,how the Town is going to fund any of the road construction. He stated that they had to
come up with a plan for that. Also there was the cueing going into the turns. ,doe stated he
was not sure about that but he and Bob Whritenour went over that the previous day with
Joe Sealy and Brian Lawlor. Paul stated that there were a couple of things that the traffic
consultant had to do to the revised EIR that was due the next day. In the interim, Paul told
hire to proceed with the work which would cost $4,700 plus Symmes Naini & McKee eligible
up chane of 10%.
Paul Griffin made a motion to approve the expenditure for Synrnes Maini
McKee of$4,700 for the additional traffic work. Paul stated that he argued this with therm but, unfortunately, they were over
a barrel. Merry Sue asked if this was part of what they had done originally. Paul stated
no because these were additional requirements that were asked by the Cape Cod
Commission. He offered the document of 6 - 8 pages for any members to read if they
so wished. Joe asked if they outlined all of the costs of what the $4,700 represented,
Paul stated that it represented additional studies by BHP in dealing with one meeting
with the Town regarding both short, medium and long range of the traffic of the three
intersections. Joe stated that those intersections were just conceptual. Paul said yes
and that one just one piece. He stated that the second piece in which they would have
to state to them how the cueing system was going to work for the traffic cueing to get in
and out. Joe stated that it would take some engineering study work and that it cannot
be based on just a whim but facts and that would take time, Paul stated that he had sat
on it for a day trying to figure out how they were going to do it and what they could do.
He stated that if they don't have the revised EIR in by the next day, which was the filing
date, it would mean that they would go back into that cue situation. Bill asked if they just
carne up with those rules and regulations and that it seems as if they were just giving
