MA HPEE HIGH SCHOOL BUILDING COMMITTEE <br /> Y <br /> Tuesday, March 14, 1995 <br /> Page <br /> being given all of this stuff in bits and pieces and was it an afterthought. Paul stated that <br /> although it sounded lime that, it was not bits and pieces and ultimately the first part of the <br /> E I R as far as he understood, that the EIR was filed with the State. It goes out for a 30 <br /> day review period by the public and then there was public hearing that come out of that. <br /> From that public hearing the MEPA people cote up with the replies that they want and <br /> the additional information that they might want to put into the final EIR. He stated that <br /> this was why the Committee had to male their submission back by the 15th, which was <br /> the following day and then the State has 30 days in which the public can review those <br /> comments main and object to those comments. From there if everything is okay} then <br /> they have an additional 7 days in which to issue the final EIR without change. Paul <br /> stated that the five items that they had to go back and clarify was: the wastewater M <br /> they want comment rewired from the Turn to implement management strategies to <br /> reduce nitrate and wastewater treatment plant influent to the lowest level; a wastewater <br /> - comment required from the Town to participate in a regional water shed planning <br /> efforts to Waquoit Bay; third, wastewater - during the review process it was stated that <br /> the chemistry curriculum would employ a microscaled standard practice (the policy that <br /> the Committee is trying to put together); fourth, due to the environmental sensitivity of <br /> the water shed, the Committee is requested to commit to a maintenance schedule for <br /> drainage system, retention basin and playing fields; fifth, being the traffic - rewired from <br /> the Town a short and long terra traffic migration measures including funding, strategies, <br /> and the implementation schedule. Steve reread the traffic item and stated that the <br /> Committee could not do that and stated that he felt enough was enough. He felt that all <br /> of these issues we were legally rewired to handle in terms of the septic treatment and <br /> its nitrogen levels and wondered if the school wanted to sign off on a program for low <br /> nitrogen contributions, but felt objected to the fact that these issues showed up at this <br /> point in time. Greg Taylor did not see this as a problem and stated that they worked on <br /> it last night and that it was just about all set and that the only issue was the additional <br /> money needing to be spent on the traffic issue and felt that it was all under control. Paul <br /> reiterated Steve 3s comment criticizing the need for having to do this at all. Peter stated <br /> that the people should know that they spent $37,000 on extra paperwork for the EIR. <br /> Paul stated that the Selectmen and the Town should be made aware. Joe cited also the <br /> extra paving that they had to do as a result of the Cape cod commission's review. Paul <br /> asked Tori to put together a list of the special requests that they have received from the <br /> particular groups dealing with the EIR. stove stated that as far as the traffic issue, they <br /> were tallying about a population going down 151 and some down Barnstable Road to <br /> Falmouth High School now, He stated that the only other impacts they would be adding <br /> would be some community impacts that were not during traffic hours and stated that to <br /> have this level of nit-picking going on over the traffic study that was already done, the <br /> lane widening, the accommodations that have already been made to accommodate the <br /> existing traffic is ridiculous and stated his objection. Paul stated that he was just going <br /> by what the consultant stated needed to be done. He said that in order to get this <br /> portion done and to get the EIR in by the next day, he said they had to do it. Joe stated <br /> that it should be noted that they spent about $10,000 a month to support the Cape Cod <br /> Commission and that it cost an additional $100,000 on the project. Paul agreed and <br /> stated that they should identify this to the Selectmen and let them know. Merry Sue <br /> feels that they ought to draft a letter to the Selectmen telling thea exacting how they <br /> feel but they are forced to proceed at this point. Greg suggested that they draft a letter <br /> to the Assembly of Delegates who is the one who approves the budget for the Cape <br /> Cod Commission. Paul suggested that they send a letter to the Selectmen and that the <br /> Selectmen could then communicate with the Assembly of Delegates. Peter stated that it <br /> cost about $60,000 total cost directly to the EIR process of the cape Cod Commission. <br /> Paul requested that research be done for details on these expenditures. <br />
