MA HPEE HIGH SCHOOL BUILDING COMMITTEE
` Tuesday, March 14, 1995
Page 5
his other concerns. Paul stated that Pill's points were well taken and that the point of the
discussion was to identify concerns. Paul told SMMA that over the past couple of weeks he
heard more criticism than praise from one area in particular, and that is over the last 2 - 3
months, between the Committee, the Building Department, and other departments have
past back comments, more to Joe Sealy than anyone, including himself and have had to
chase hire to get any answers. He stated he did not know why they switched from Bob to
r
Joe Sealy and that the amount of feedback from comments from Joe is poor. He stated
that when Bob was on the team, every week Bob would take notes and the first thing he
would go over is all of the items of concern that were raised from prior meetings, whether in
writing or venally. He stated that Joe basically does not say anything about all of the
requests that the Committee has had. Chartwell has spent numerous hours trying to chase
things and basically get nowhere to the point where he was on the phone with Tom Wren
the previous night; saying that still after 5 calls in the last week about Childs as of 6 p.m.,
they still did not have any idea they were going to get any information from Childs and that
was brought up 2 weeks ago which is on the minutes stating that the Committee wanted it
for this meeting and Chartwell should not have to do those kind of calls. Paul stated that
something has gone wrong in the chemistry in IVIVIA's organization since Joe took over
that position and he warted to make them aware of it. Joe asked if the contractors were
going to have the same problems with the plans. Paul stated that to hold that question until
after the Feer Review to get a fair evaluation*
Elias McQuade had some comments on the wastewater treatment plant and asked if Phil
could come by the Board of Health after he visits the Building Department. Phil agreed.
Paul asked if there were any issues he wanted to address now. Elias stated that in Section
11 911 it states that the SPR option for treatment that bids must be submitted by 3
approved manufacturers, Aqua Aerobics of Illinois} Jet Tech of Kansas, and Eluidine of
Ohio. He asked whose approval this was and did not think it was DEP approved
manufacturers because they had not approved for general use, any. Also, he received a
call from Joe Sealy last Thursday or Friday requesting a letter from either himself or the
Board of Health regarding approval of the water source for the school, meaning the master
mater system, and approval of the wastewater treatment plant and he did not know who to
address this to - the Department of Education or SMMA? He would not hesitate to approve
the water source. Ed stated that ,doe was just collecting all of the information that they
would need to gather for the Department of Education. Steve asked if didn't they have
discussion with therm on the subject of the approvals. Elias stated yes and that it was his
understanding that the treatment plant process would go out to bid as a sub-bid and that it
was not a sub-bid as was marry other items, and that it is part of the general bid. Paul
thought as well that it was going to be a file sub-bid. Phil stated that there were a lot of
aspects of the sewage treatment plant that are done by the general contractor. maul agreed
but thought that the process itself and that in discussion with Joe Sealy in taring to get this
approved with the attorney about how to do this, it was his understanding that the process
plant would be file sub-bid and rest, because it was so integrated, would have to be under
general conditions. Paul stated he did not want to make the process more difficult but these
comments were noted and he wanted to make sure that they will be addressed and they
take the appropriate steps. He stated that if there is good reason why they should be in the
general conditions, then they should come back to them and state that, but if not make sure
to review it to insure they are doing it the correct way.
Shannon Scarlett distributed copies of the Design Review Comments: Contract Documents
before beginning her review. Paul asked Shannon to just make comments regarding the
items as she went through thea and the ones that are of a smaller nature, he would just as
soon that they would read it and he just wanted her to point out the larger issues. Shannon
