The design that we do now should fully incorporate the relocation of the <br /> road in order to provide for the future signalization and the future signalization. He stated <br /> that we cannot receive Federal funds unless all of the engineering has previously been <br /> done. He feels that this is the best mechanism and ghat was discussed was that the <br /> design and the construction would be in the $150,000 - $175,000 range of which we would <br /> like not to spend any more than necessary. He stated that it appears that the total design of <br /> the intersection with the entrance and the first phase construction which really needs to be <br /> done near the beginning of the project because there would be a lot of construction <br /> equipment in order to make a left hand turn into the site and it is not really something that <br /> that should wait until school is nearly open but it should move right away because the <br /> impact to the Town would be right away. The total cost should be in the area of$125,000 to <br /> $150,000 for all the work. He said in reviewing this, it does not make sense to phase the <br /> engineering portion. He said they were already on line with Cape cod Joint Transportation <br /> Council which is the group of all 15 towns as a single entity going to the state to procure <br /> Federal funds. Paul asked if he was asking the Committee to go ahead and do all of the <br /> engineering work to include the intersection. Greg said the previous budget, although was <br /> high, it was not going to exceed that budget and probably be less than that budget to do all <br /> of the engineering and just the physical asphalt portion. Paul asked in Greg's request to the <br /> Federal government, was he including the portion for the turning lane or was that outside <br /> the school. Greg stated that it was outside the turning lane but was everything else, <br /> including any other shoulder work, any other acceleration lane type exposure, and whatever <br /> works needed on the north side of the intersection, Paul asked if the ' ommittee see any <br /> reason why they can not ask Greg to get a detail estimate for that engineering work and <br /> thea return to the Committee for a vote. Greg stated he would life to coordinate with Joe <br /> Sealy with the scope of work request. He said he spoke with .doe and he had a copy of the <br /> memo he gave to the Committee outlining all of the steps. <br /> Peer Review of Construction Documents: Paul asked for Bill Hauck's comments first. Bill <br /> thought they were looking for a sign off and that he could do it in a week, but he is not sure <br /> noir and stated the Fire Department has the same questions. They looking for a sign off <br /> that says it complies with the codes and he has a lot of questions about that. one of the <br /> main reasons was that the plans were like clusters. He cannot go through therm quick <br /> because he has to go through about 20 sections and that a lot of sections are not complete. <br /> He cited an example of the door schedule which showed double doors in which they were <br /> calling out single door frames and that he has a problem with the plans at this stage. He <br /> stated that to find out manual hold backs, he had to go through all of the electrical plans to <br /> find out where they were. He cited other examples including the glass schedule (the code <br /> section), the lights along side, the walkway along the glass, etc. He stated that he had a <br /> hard time going through the plans and cited the confusion with the firewalls* He said he <br /> should be able to open up the plans and be able to pick out these items quickly. He stated <br /> that it was taking a lot longer to go through the plans because of this. Paul asked Bill when <br /> he would be ready for a sign off or his written comments. Bill stated that some of therm he <br /> could get within the next couple of days but basically he would be away on Monday. Phil <br /> Poinelli stated that he is trying to set up a time where he could come down the following day <br /> and stated that a lot of the items that Bill was identifying had been picked up in the printing <br /> that went up on the lith and he has Bill}s previous comments. Bill stated that he had a copy <br /> of the plans done on the 8th and those are the ones he has the problems with. Bill would <br /> like to see something written on ghat was required and that the plans as they are', are too <br /> loose. Phil stated that they are in there but they have to look for in a place where he right <br /> not expect it. Phil cited some examples of where to look for the specifications. Phil stated <br /> that he understands ghat Bill is saying and he knows where on the plans to find the <br /> answers to his questions.
