MASHPEE HIGH SCHOOL BUILDING COMMITTEE TUESDAY, APRIL 11 , 1995 TOWN HALL Members Present : Merry Sue Ahlgren , Joe Polito, Peter Dinizio, Paul Griffin , Janice Mills , Steve Greelish Also Present: Ian Aitchison , Tom Wren , Ed Frenette , Dr . DeMoura Meeting convened at 4: 10 p .m. FILED SUB BID REPORT Ed explained that the sub bids received were substantially under the estimates. There is good reason for optimism. Subcontractors can challenge a bid , so they must wait to see what happens with that. Paul said they believed there may be some errors in the low bid , they are trying to get to the bottom of it. They think some bidders may a typographical error (they choose will work only with TLT , instead of will not work with TLT) . Paul said he knows some of the sub bidders and they are good companies. Peter asked how far under the budget are these bids? Paul said it is hard to determine , because it was estimated as a package . It is premature to count the dollars but it seems to be $1 .4 million under. It is more favorable than they thought . Ed believes the major factor in these results was bidding early in the season . The Committee does not award the sub bids , the general contractor picks them up and puts them into the final package . Paul said many of the bidders were non -union which may account for some of the savings . For the electrical sub bid , 3 of the low bidders were within $11 , 000 of each other. The waiving of the fees addendum went out. Paul explained , after speaking with the Department of Education , they have eliminated the early site package and rolled it into the main package. Jim Anderson explained to him that he had to play it by the book, if there was no sign off (of the EIR) they could not start the job. Mr. Anderson told him this job has been such a problem, they have never dealt with as much politics and as much harassment with any job before . Paul also said that Dianne Price gave testimony before the legislature that was very unfavorable to Mashpee and the town probably will not get the 75% re-imbursement. Jim Anderson also told Paul he thought the biggest mistake was to eliminate the third gym, the town ends up paying more and it 1
