There is a <br /> bylaw that states no fill shall leave the town without <br /> authorization from the Selectmen . <br /> Ed will check on that, it sounds like too much . <br /> Paul said they should think about where it could be stored , there <br /> is a lot of land at the site and the town could store it for <br /> future use. <br /> Steve said they will need a lot when the landfill is capped ; it <br /> must be returned to its natural state . <br /> Steve asked what elimination of the advanced clearing and <br /> grubbing does to the schedule? <br /> Paul explained it becomes part of the general contractors <br /> package . They canceled all the clearing and grubbing bids . The <br /> timeline for the general remains the same. 4 weeks was lost <br /> without the early clearing and grubbing . <br /> Ed said they will start as soon as the town can sign a contract - <br /> hopefully May 1st. The town can award the contract the week of <br /> April 24th and then sign the contract and begin work the week <br /> after that. <br /> The Committee will ask to be on the Selectmen 's agenda for April <br /> 24th to award the contract. This Committee will meet prior to <br /> that meeting - 4 : 00 p .m. <br /> Peter said it is a shame we have to fight with our own resident <br /> about this. <br /> Steve asked what kind of complaints the State was receiving? <br /> Ed said the law stated they cannot really approve this (prior to <br /> sign off of EIR) , they can , however, make some allowances but <br /> because so much attention is focused on this project they could <br /> not make those allowances. <br /> Peter said the Selectmen should make some policy that people <br /> should not go outside of the majority vote of the .Committee . <br /> Ed said some Selectmen have been doing some of the calling. <br /> Paul agreed that the Selectmen should study this and come up with <br /> some policy for Committee members, elected official and employees <br /> on how to handle themselves in instance such as these. It is <br /> clear that most of the heat is coming from people who should not <br /> put the heat on - town committee members , employees and elected <br /> officials . Mashpee should get their act together -- they should <br /> not talk out of both sides of their mouth. Employees should not, <br /> as an employee of the town , be making these calls.
