Paul said there are still some issues on the 2 other intersections discussed in the traffic study . Greg Taylor said he explained to the Commission that it was a misunderstanding , there are no physical improvements to be done at those intersections . Paul explained that the commission has asked that the Committee go ahead and design the 1 5 1 intersection but it is not the Committee ' s responsibility for implementation of the traffic signal . The EI R says the Torn will take the necessary means to get it designed and the action to get it resolved. once it i s designed , Greg can go forth and ask for funding . Greg said the transportation improvement list, which i s state and Federal funds, has the signal on the list for next year . Paul said it is his recommendation that the Committee approve the phase II design work , for $21 , 500 , so that Greg can get the intersection funded . Steve said it is a good value . Steve made a motion to authorize SIGMA (VHB) to proceed with Phase II design work in the amount of $21 , 500 , Merry sue seconded the motion . All members were in favor. Phase I design work includes the curb cut, old Barnstable Road work - widening to 4 lanes , bike path . The committee felt this work was within SMMA 's scope of work , SMMA submitted a rebuttal to town counsel ' s opinion on this matter and Town Counsel still feels it is within SM A 's scope. Ed sail d off site work is beyond the scope of their contract. Paul said this work must begin and he would recommend the committee approve the work even though this issue has not been finalized . Paul made a motion to approve phase I (design work by VHB for $15 , 2000 . Merry Sue seconded the motion .
