5 <br /> INTRODUCTION <br /> This guidance document is designed to help Special Education Parent Advisory Councils <br /> (PACs) in Massachusetts to carry out their mission and duties- as defined in state laws <br /> and regulations. In particular, the aim of this guidance document is to ensure that every <br /> PAC operating in the state fully understands the capacity and potential that PACs have to <br /> collaborate with the school community to influence special education programs and <br /> policies in their school districts in real and valuable ways. <br /> For over two decades, parents of children with disabilities in Massachusetts have made <br /> significant contributions to improving the education of their children through PACs. Since <br /> 1986, Massachusetts state law has required all public school districts to maintain a Parent <br /> Advisory Council open to all parents of students identified as eligible for special education, <br /> as well as other interested parties. We provide this guidance to PACs so that each and <br /> every PAC will have access to and knowledge of what the law allows them to do. <br /> v <br /> N � <br /> m <br />
