I <br /> 4 <br /> I <br /> Board of Selectmen <br /> Minutes <br /> April 2 ,2011 <br /> COMMUNICATIONS CORRESPONDENCE: <br /> Water District J te: <br /> Ken l larsters,Mashpee water District Commissioner was in attendance to update <br /> the public on the recent meeting held at the water District Office with the Board <br /> of Selectmen, Finance Committee,,and Sever Concession. <br /> At the joint meeting it was agreed to transfer the responsibilities of the sewer to <br /> the Mashpee water District. Presently,a memorandum of understanding is being <br /> developed between the Town and water District to merge water and sewer. <br /> To alleviate any concern, it was noted the action would require a vote of the <br /> taxpayers at Town Meeting to amend the Town Charter and related bylaw. The <br /> change would also require a ballot question, and further, a vote of the two boards, <br /> Selectmen and water District. it is anticipated the Memorandum of <br /> Understanding would be developed for adoption at the October 2011 Town <br /> Meeting. <br /> Mr. Marsters indicated that it is the intention of the water District to develop a <br /> cost effective plan for sewering which would include public input and hopefully <br /> state funding. Preliminary studies will also include alternatives such as <br /> regionalization. <br /> NEW BUSINESS: <br /> Recommendation for Installation of Traffic Si a.1—Lowell Road/Great Neck <br /> Road North: <br /> Last November, a public hearing was held to review the Great Neck Road forth <br /> reconstruction project. At the meeting,the Dowell road intersection was <br /> discussed as to the need for a traffic signal. The site location has met at least <br /> gree of the eight criteria identified by the Massachusetts Department o <br /> Transportation-for the installation of a traffic signal. The design and construction <br /> of the project would add approximately $150,000 to the reconstruction project. <br /> Funds have been identified in the Chapter 90 road allotment. <br /> The DPW Director recommended the hoard approve the installation of a traffic <br /> signal at the Lowell Road intersection in conjunction with the Great Neck Road <br /> North reconstruction project. The project is anticipated to commence this fall <br /> witli completion in approximately one year. <br />
