15 <br /> Board of Selectmen <br /> Minutes <br /> January 27, 2014 <br /> Recess: 7:11 p.m. <br /> Motion made by Selectman Taylor to Recess at 7:11 p.m. <br /> The Board will reconvene in open Session in approximately fifteen minutes. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cahalane, yes Selectman Richardson, yes <br /> Selectman Taylor, yes Selectman O'Hara, yes <br /> Selectman Sherman, yes Opposed, none <br /> Meeting Reconvened: 7:29 p.m. <br /> APPOINTMENTS & HEARINGS: <br /> Shellfish Constable—Oyster Reef Proposal: <br /> Richard York, Shellfish Constable was before the Selectmen to request support <br /> for a grant being applied for to the National Fish and Wildlife Federation to <br /> increase the Barnstable County Extension Oyster Propagation Program. Funding <br /> for the Coastal Resiliency Grant deriving from Hurricane Sandy funding is being <br /> proposed by the Town of Wellfleet. There is no cost to the Town of Mashpee. <br /> Mr. York explained that funding would make available over 120 million oysters <br /> for town oyster restoration projects in Barnstable County. The project as <br /> identified would result in water quality improvement, coastal erosion protection, <br /> in addition to restoring the ecosystem and its fish spawning habitat. <br /> Grant funding will allow for the creation of an oyster reef in Popponesset Bay and <br /> Nantucket Sound currently being proposed as a two-year project. Mashpee is <br /> expected to receive 12,000 oyster seed per year, six-times what has been seeded <br /> this past year. The project would exceed Mashpee's original goals to restore <br /> water quality, remove nitrogen and restore shellfish populations. The oyster reefs <br /> would be constructed with oyster seed attached to pieces of shell from the same <br /> hatchery the Town is currently using under the Town Shellfish Propagation <br /> permit. <br /> Mr. York indicated the current remediation program has been very successful. <br /> With the added seed there is potential for the bay to be self-sufficient in oyster <br /> production. It was noted the Conservation, Shellfish, and Waterways <br /> Departments in addition to the Police Department and Tribe are also supportive of <br /> this project. The deadline for the grant submission is Friday, January 31, 2014. <br />
