Mr. Johnson <br /> inquired about the next steps. The Chair responded that Mr. Taylor would be working with Horsley <br /> Witten regarding details about net zero for the site. It was Mr. Abbott's opinion that the Affordable <br /> Housing Committee was charged with developing the RFP. The Chair responded that the Town would <br /> be developing a working group. Ms. Stone recommended further clarification with Mr. Taylor, as it <br /> seemed Mr. Abbott had a different understanding than the Chair regarding the leadership for the RFP <br /> process. Mr. Abbott stated that he was interested in learning who would be sitting on the working <br /> group. The Chair indicated that he would follow up with Mr. Taylor. Mr. Abbott felt that Ms. Shufelt <br /> should be involved and the Chair responded that he believed she would be involved. Selectman <br /> O'Hara again stated that he did not want to see the issue of net zero kill the project and wanted to learn <br /> the numbers as soon as possible. There was additional discussion regarding the requirement for an <br /> affordable housing development to meet net zero, when no other development was required to do so, <br /> and there was consensus that a meeting with the Trust should occur as soon as possible once details <br /> were received from Horsley Witten. <br /> Mashpee Wampanoag Village-Ms. Stone confirmed that 42 units had been identified for the <br /> project and the Tribe was preparing for the next phase of development. Funds had been secured from <br /> DHCD. The Chair expressed interest in knowing a proposed financial closing date that would kick off <br /> construction. Regarding the units being counted toward Mashpee's affordable housing, Ms. Stone <br /> responded that the units could be counted, but the Tribe's attorneys opted not to complete the <br /> application as it was unnecessary for the Tribe. Mr. Abbott suggested that Mashpee could complete an <br /> application to have the units counted toward their subsidized inventory. Chairman Isbitz indicated that <br /> he would follow up with DHCD for further clarification. <br /> Mashpee Commons Chapter 40B Project-A meeting had been held on June 28 between the <br /> Planning Board and Mashpee Commons to discuss Mashpee Commons'proposed Form-Based Code <br /> Bylaw(FBC), as well as the Planning Board's proposed Mixed-Use Planned Development Bylaw. <br /> Ms. Waygan indicated that the Mixed-Use Planned Development (MPD) Bylaw was comparable to a <br /> typical zoning bylaw. The draft Form-Based Code presented by Mashpee Commons featured detailed <br /> architectural images, and was available on their website or at the library. Ms. Waygan confirmed that <br /> the Planning Board's MPD had been voted to be forwarded to the Board of Selectmen, to be added to <br /> the October Town Meeting Warrant. Ms. Waygan also submitted the item as a Petition Article. <br /> Within the MPD,the Bylaw included a 15% inclusionary zoning, which would require that 15% of the <br /> units built, be deed restricted affordable and eligible for subsidized housing. Ms. Waygan indicated <br /> that the Planning Board would be seeking additional information from Mashpee Commons regarding <br /> their plans for their range of dwelling units, as members have heard units numbering 1,000-1,500 units. <br /> Ms. Waygan pointed out that those numbers would be a huge addition but a good way to add <br /> affordable units. Ms. Waygan stated that there seemed to be an issue with administrating the <br /> affordable units currently located at Mashpee Commons under the 40B program. Ms. Waygan stated <br /> that some developers preferred to have someone else address affordable housing requirements, such as <br /> companies that develop for low income housing tax credit, which was not typically a fit for Cape Cod, <br /> where 20 units were preferred over 100-150 unit developments. As a result, Ms. Waygan has <br /> suggested the possibility to Mashpee Commons for off-site affordable housing and was interested in <br /> learning the thoughts of the Affordable Housing Committee. Mr. Abbott suggested that John Connell, <br /> from Mashpee Commons, share his thoughts. Mr. Connell did not comment. <br /> 3 <br />
