The motion was approved 3-0 - Torn Burns abstained.
WORKSHOP ON DEVELOPMENT of DRAFT FINAL LAT
Alternative screening Analysis Report & Executive Summary
Torn Fudala stated that he had received a copy of the Alternative Screening Analysis Report, with
copies available in his office for CAC members not in attendance tonight.
DRAFT DECISION MATRIX TABLE, TABLE HEADERS
,teff Gregg distributed a copy of the revised version of the matrix table, which includes the changes
requested by the Commission. The bottom tier of the table talcs about criteria used and how
values are assigned; the second tier refers to prioritization assignments.
Tom Fudala commented that the main focus of the Town effort for decades has been the Ma hpee
River watershed and deserves two bonus points. The other issue is than we know we've got
certain failing systems that are notified that they need to have something done, and there seems to
be nothing in the report that gives any weight to that issue.
Mark Gurnee stated his feeling that infrastructure is underrepresented; there is a lot of
representation on the source of the problem, but less on how much it is going to cost to fix it. Tom
Fudala stated that our goal is to meet the targets with the best possible cost basis.
Tom Fudala commented on the weighting structure: MMR weighted too high; close facsimile to the
wastewater treatment facility too low; switch MMR to 3 and bring the new wastewater facility up to
; reverse the ratings on site 4 to 2 and site 6 to 1: site 4 is the tank next to the transfer station;
weights to the Mai hpee River Watershed- 5 bonus points; regulatory failing areas, 5 bonus points.
