Dick stated that he would include all regulatory framework involved in his response. <br /> Draft Recommended mmended Plan— Chapters 6,7 & 8 ~ <br /> Jeff Greggdistributed a copy of Chapters 6, 7 and 8 of the Draft Recommended Plan, and <br /> reviewed their contents. <br /> Chapter 6. The focus of Chapter 6 is to present the details of the draft recommended plan. The <br /> primary focus of the plan is to address the total nitrogen TIVIDLs for P pp nesset Bay and Waquoit <br /> Bay East through nitrogen management within the Project Planning Area (PPA). The components <br /> f this plan are described in Chapter 6 and include: Expanded shellfish aquaculture in various <br /> portions of P pp nesset Bay and Waqu it Bay East; Use of the II TF at ,point Base Cape Cod; <br /> Use of existing facilities within the PPA I1 TFs, I A , on-site septic systems); and potential new <br /> facilities at one or two sites, dependent on the shellfish aquaculture performance. <br /> Chapter 7. This chapter addresses the requirement of ars Environmental Impact Report rt EIF as <br /> part of the Town of Mashpee's Watershed Nitrogen Management Planning WNMP project and <br /> Comprehensive Wastewater Management Plan CWMP . Chapter 7 identifies the potentially <br /> impacted resources and environments, and will consider the impact of the Draft Recommended <br /> plan on both. Chapter 7 also reviews the impacts of the "No Action" alternative relative to the <br /> same resources. <br /> Chapter 8. This chapter discusses and summarizes the Draft section 61 "Findings for State <br /> Agency Action". It also identifies planned mitigation measures for those impacts 'identified in <br /> Chapter 7 of this report. Jeff Gregg stated that section 61 is essentially saying that each <br /> regulatory agency that will review this WNMP project will cone up with their own section 61 <br /> findings and requirements for approval. <br /> Section 8.3 discusses proposed mitigation measures to be considered as part of future design andF <br /> construction, including general construction: collection and effluent discharge construction, new <br /> wastewater treatment facility sites and recharge sites, climate change mitigation, GHG emissions <br /> reduction approaches, and shellfish concerns (requiring lick York input on ,mitigation). <br /> Tom Fudala reported that what exists right now is a Town pre-disaster mitigation plan, but with a <br /> grant the Carpe Cod Commission has received, they will be developing a ,multi-hazard mitigation <br /> plan to replace the current pre-disaster mitigation plan. The kickoff meeting is scheduled for next <br /> Monday, February 24h. <br /> Jeff Gregg stated that for the Larch 26th Sewer Commission meeting, he will have completed draft <br /> chapters, will have the draft final plan updated, and will have finalized the table of contents. Tom <br /> F Bala stated that the plan needs to be completed no later than May 17 th, the end date for the <br /> existence of the Sewer Commission.
