No plan is final; no plan is perfect; most plans have so many <br /> details that they detract from the purpose of the plan. We should keep the idea in mind that wham <br /> we have to do is to keep the nitrogen out of our wastewater; this is the only thing we have to do. <br /> We want to use the best engineering principles that we know to get there and respect the <br /> environment as we get there and expect that changes will occur.
