The Water District staff is there, the facilities are <br /> there; they could have hit the ground running to implement nt the plan. Mr. Fudala added that the <br /> Selectmen's decision would ,most likely dismantle the Sewer Commission, wrhi h after 25 years of <br /> work, he sincerely does not appreciate. Mr. Fudala stated that it is not a good thing for the Town <br /> that the Water and Sewer [district is not going to happen, even though the Town n appr ved of the <br /> idea. <br /> Mr, Gottlieb introduced himself to the meeting, and responded that the Selectmen's decision carne <br /> out of a series of B S workshops conducted in order to be prepared in the evert the public voted <br /> against the combination of the two groups on the May election ballot. He said that the reason for <br /> bringing the sudden change was that a suit between the EPA and the Conservation Law <br /> Foundation had recently been settled and the Town would have to implement a sewer plan more <br /> rapidly. Mr. Gottlieb stated that he did not feel confident in placing a plan of such magnitude to a <br /> second party but felt more comfortable by keeping the project under the Town's control. Mr. <br /> Gottlieb added that when the Town agreed to combine the two entities, the mitigation plan was <br /> centered ,mostly on s wering but the plan has become a ,Wined approach n ompa sing sewers, <br /> the use of shellfish, fertilizer control, and storm water management. Nor. Gottlieb felt that the Town <br /> would be in a better position to implement a range of tactics whereas the Vater District is equipped <br /> to handle just sewers. Mr. Gottlieb added that the Sewer Commission should not be responsible for <br /> implementation of the plan because it lacked funding and because there has been no effort to <br /> implement the plan. <br /> Mr. Fudala replied to Mr. Gottlieb, stating that the Sewer Commission would apply for funding when <br /> it was time to implement the plan and that efforts with shellfish and fertilizer control have begun, <br /> and added that the Water District was prepared to implement a sewer pian as well. Mr. Fudala <br /> stated that there had been no analyses conducted by the B S about the costs associated with the <br /> change and said that this should have been discussed before the vote, in public, with the Sewer <br /> Commission and the Water District members. Mr. Fudala said that the decision by the B s would <br /> cost the town $500,000. <br /> Sewer Commission member Glenn Santos spoke up, stating that he was angered by the fact that <br /> no one on the Sewer Commission was asked prior to the B S action. Mr. Santos stated that Mr. <br /> Gottlieb had attended sewer Commission meetings shortly before the Selectmen 3s vote, and he <br /> ,Wade no mention of the idea. Ilr_ Santos made ,mention of the recently failed BS decision t <br /> approve the Pay-as-Your-Throw plan, stating that there were public ,meetings held after the Grote, <br /> and the B s decision was rescinded. Mr. Santos was in favor of all parties involved meeting <br /> together to discuss the issues. <br /> Sewer Commission member.doe Lyons stated his disappointment that the sewer Commission was <br /> not included in the Selectmen's discussions on the topic, and was hoping that the Commission and <br /> the Selectmen would work together, going forward. <br /> Mile Talbot, a member of the Environmental Oversight Commission and the Conservation <br /> Commission, introduced himself to the meeting, and stated his concern that the Water District was <br /> not in a position to implement the plan.
