from the changing stations to the overlook deck. Mr, DiPasqua requested that the committee assist <br /> with recruiting volunteers to get this project completed. Mr. DiPasqua stated that the boardwalk will <br /> not be wide enough for an ambulance, but wide enough for wheelchair accessibility to the parking <br /> lot. Five/quarter decking will be used for the boardwalk, <br /> Lifeguards. Ir. DiPasqua stated that they have 3 lifeguards, and are looking for a fourth. contact <br /> John Singleton if anyone has referrals for an additional lifeguard. <br /> RUNNING WATER UPDATE <br /> Jeri Smith reported that she had received a very positive response from both State Representative David <br /> Vieira and from Ed Lambert, Director, Department of Conservation and Recreation (DCR) to her letter dated <br /> 10/2311 in which she requested assistance from the State in the improvement of access via Wills Work <br /> Road to the beach, as well as the need for running water at the State Beach. Jeri Smith asked for, and <br /> received, the committee's approval to follow up with David vieira and Ed Lambert to pursue their support of <br /> the South Cape Beach State Park Advisory committee efforts to move these projects forward to fruition. <br /> John Singleton informed M s. Smith that State Engineers had been down to investigate Wills work Read <br /> because of their concern that access to saltwater beaches was a growing problem for State residents, <br /> According to Mr. Singleton, the State was going to bring someone in to address the problem. Jeri Smith <br /> described the plans previously discussed with John Singleton as to how to re-route access to the road. <br /> Linnel Grundman reported on the first annual Cape cod Coastal conference scheduled for June 13th and <br /> 14th 1h i n Hyannis. <br /> REVIEW of THE 0011 0ITTEE'S STATE coN uLTIN ROLE--Bill Martiros <br /> Bill Martiros refreshed the Committee's charge from the original agreement between the State and the State <br /> Park Advisory Committee that states: <br /> "The Committee shall continue to be responsible for making recommend tions to the Department on such <br /> matters to include, but not limited to, Park management and operations, rules and regulations, design and <br /> plan review. The department shall submit to the committee for review all architectural and design plans and <br /> construction plans for facilities including structures, roadways, and parking areas in an effort to accomplish <br /> the project. The Department will include a clause in the project's design contracts providing for periodic <br /> review by the committee during the duration of the contracts. The provisions of this agreement shall not be <br /> amended or changed without the express consent in writing of all parties thereto, except as otherwise <br /> prov'ded for in the passage of legislation. Except as provided for in such amendments this agreement shall <br /> be for a term of 99 year's. The parties agree to renew those provisions contained herein which otherwise <br /> expire by operation of law." <br /> Mr-. Martires stated that the WBNERR staff who work at the Mate Park know ghat work is going to be done, <br /> and they don't always inform the committee before the work is completed. They are responsible for <br /> consulting with the SCB Committee before the work is completed. Andy DiPasqua stated that John <br /> Singleton always informs the Committee about work to be dome, and asked Mr. # artiros for examples of <br /> work that was completed before consulting with the Committee. Mr. lea rtiros stated that work on the path <br /> that goes from the town beach down to the jetty; the parking lot building was installed without consulting the <br /> committee as to where it would be, how big, etc.} are examples of work,cornpleted without informing the <br /> Committee. Mr. DiPasqua stated that he would relay to Mr. Singleton Mr. I arti ros's comments. <br /> COMMITTEE REORGANIZATION <br /> Jeri Smith recommended that the Mashpee committee members re-submit to the Board of Selectmen their <br /> letter of intention to continue to serve on the Sc B State Park Advisory Committee for the coming year. The <br /> letter should read as follows: "Dear Board Members: I would like to be reappointed to serve on the South <br /> Cape Beach State Park Advisory Committee. I enjoy searing on this committee and look forward to searing <br /> in the future,'' <br /> Linnell Grundman nominated Jeri Smith as Chairman of the Committee for.the coming year. Robert <br /> Lancaster moved that Ids. Smith be appointed as Chairman of the Committee. Gus Frederick seconded the <br /> motion. The motion was unanimously approved. <br /> 2 <br />
