Therefore,Be It Resolved that the Affordable Housing Committee establish a Working <br /> Group to produce a preliminary version of the Draft RFP for Committee review. The <br /> Working Group shall consist of the Chairperson and Vice Chairperson of the Committee, <br /> the Assistant Town Manager, and the Town Planner. The Working Group so constituted <br /> shall seek the help of the Community Assistance Department of the Massachusetts Housing <br /> Partnership and utilize its broad experience in helping municipalities throughout the <br /> Commonwealth in their efforts to draft such documents for affordable housing projects in <br /> their respective jurisdictions. Mr. Johnson seconded the motion. <br /> Mr. Terry asked to comment but it was stated that once a motion was made, Committee members <br /> only could discuss the motion. Mr. Abbott wished to offer an amendment to the proposal. <br /> MOTION: Mr. Abbott made a motion to add one member from the Planning Board to this <br /> Committee. . <br /> The Chair responded that a member had already been designated as Mr. Lehrer. Mr. Abbott <br /> responded that Mr. Lehrer was the Town Planner, not a member of the Planning Board. Ms. <br /> Stone asked for further discussion for clarification. <br /> Ms. Stone seconded the motion. <br /> Mr. Abbott stated that the Planning Board had completed a significant amount of work in town <br /> and could offer history on development projects in town. It was Mr. Abbott's opinion that the <br /> Board should not be eliminated due to a personal issue amongst some individuals. It was Mr. <br /> Abbott's opinion that the Planning Board should be represented on the working group. Mr. <br /> Isbitz stated that the Committee was charged with developing the working group,not in <br /> coordination with the Planning Board. In addition, the Town Planner served as staff for the <br /> Planning Board and could share their input to the extent he felt he could. The Planning Board <br /> would have involvement with the project at the appropriate time and recommended that it should <br /> be kept separate. Mr. Johnson suggested that the Planning Board would have an opportunity <br /> when it was presented'to the Trust. Mary Waygan, Chair of the Planning Board, stated that the <br /> Planning Board did not have representation on the Trust. The Chair responded that the Planning <br /> Board would meet at the appropriate time before the Trust meeting but Ms. Waygan responded <br /> that the Planning Board had no jurisdiction. In addition;Ms. Waygan noted that the Planning <br /> Board had sought an ex officio member to the Affordable Housing Committee, but that it did not <br /> pass. Ms. Stone inquired about Ms. Waygan's opinion about the value of adding a Planning <br /> Board representative. Ms. Waygan responded that, as a result of discussion at the last Affordable <br /> Housing Committee, the Planning Board had nominated Ms. Waygan to serve as their <br /> representative to the Working Group. Ms. Waygan referenced her experience working for the <br /> Town of Yarmouth as a developer of affordable housing, drafting RFPs, and felt that it would be <br /> a good opportunity to work collaboratively-with the Assistant Town Manager and Town Planner. <br /> The Chair appreciated Ms. Waygan's input and suggested there were other ways she could share, <br /> rather than in the Working Group and suggested that Mr. Lehrer provide regular briefings so that <br /> input could be shared during the Working Group phase. The Chair suggested that the <br /> composition of the Working Group should not involve the Planning Board. Mr. Abbott asked for <br /> a vote on the amendment. <br /> 4 <br />
