L <br /> Discussion: Current 2013-2014 operation & Future of UCRTS in 2015 <br /> Ms. Laurent inquired about a discrepancy related to the shortfall and Mr. Jack responded that it <br /> would be clarified by the end of the week. It was noted that a shortfall was expected in the ravage <br /> of$40,,000-$50,000. Chairman Elliott also noted Haat the November figures had not yet been <br /> received from Bourne regarding waste tipped at an alternate site. Ms. Laurent stated that usage <br /> of the UCRTS had declined, making the towns unable to meet the obligation set by the rail. The <br /> Chair stated that, when the rate dropped in July 2011, only one of the four haulers in Falmouth <br /> had reported tonnage tipped at an alternate site. The issue has not been addressed by Falmouth's <br /> Board of Health. <br /> Ms. Laurent reported that, at the last meeting, interest was expressed to possibly accept <br /> commercial waste from other communities. Tis. Laurent spoke with 11 ashpee's Town Counsel <br /> who indicated that upon revie-w of the IMA, he felt that a Grote of the Board could allow the <br /> acceptance of the commercial waste. Tonnage could be increased, and the shortfall reduced <br /> with the acceptance of the waste transported by the haulers currently permitted to use the <br /> U RT . Ms. Laurent stated that conditions may be necessary, should the additional waste be <br /> accepted. Mr. Tilton also consulted with Sandwich's Counsel who agreed, prodded all other <br /> regulations were followed. The Chair recalled from the last meeting that Mr. Cavossa suggested <br /> that the increase of tonnage would likely be in the 20-30 ton range per month, and not excessive. <br /> Mr. Cavossa.responded that in his ease, the tonnage would come from Marstons Mills, Hyannis <br /> or Yarmouth and that it would not make sense for tonnage to come from off-Cape as it would be <br /> more cost effective to bring it to SEMASS. <br /> Mr, Cavossa proposed a public/private relationship to address the issues at the U RT . Mr. <br /> avossa has been permitted to build a facility to transfer recyclables but the UCRTS was located <br /> just five miles away. Mr. Cavossa stated that he could fulfill the tonnage needed for the rail and <br /> SEMASS with his commercial waste. Mr. Cavossa.suggested that both l ashpee and Sandwich <br /> could then go direct, saving the towns money. Mr. Cavossa would be interested in a 5 year <br /> commitment with an annual renewal. Mr. Cavossa felt that closing the facility would not be the <br /> answer, but that it should not be a drain on the communities. Chairman Elliott expressed concern <br /> about privatizing the transfer station but f Ar. Cavossa pointed out that many transfer stations <br /> were operated by sub-contractors. The Chair expressed concern that W. Cavossa had not <br /> fulfilled the requirements of his permit and Mr. Cavossa.responded that Falmouth was'noir <br /> planning to utilize Bourne. Mr. Cavossa stated that he was the only hauler paying for waste <br /> tipped at an alternate site. it was noted by the Chair that Noonan was the only hauler who had <br /> reported tipping waste at an alternate site. <br /> In-an effort to address the shortfall, Ms. Laurent volunteered to work with Mr. 'Tilton to -haft <br /> conditions for accepting waste from other communities, to be shared with Board members at the <br /> next meeting. Ms. Laurent recommended contacting SEMASS and the Base to discuss the <br /> possibility and ensure that it would be acceptable and hot in violation of the agreement for the <br /> remaining two years. Selectman Devin Murphy stated that, when agreeing to the contract with <br /> the rail, a stipulation of their vote was not to take municipal waste from any other community. <br /> Selectman Murphy expressed concern that opening up the UCRTS to accept waste from other <br /> communities may make it available to Martha's Vineyard, impacting the traffic in areas where <br /> Falmouth was attempting to reduce traffic. Selectman Murphy indicated that Falmouth's Board <br /> of Selectman would need to consider the issue. Mr, Cavossaresponded that it was financially <br /> and logistically unlikely that the islands would utilize the UCRTS due to SEMASS and UCRTS <br /> 2 <br />
