Laurent <br /> stated that they would develop conditions to be reviewed by Falmouth, adding that I ashpee was <br /> looking to eliminate paying a shortfall with the rail. Mr. D. Barrett noted that the UCRTS was <br /> not looking to elevate the tonnage or expand the permit, but to meet the levels originally set. Mr. <br /> Tilton agreed that the intent would be only to meet the shortfall and that it could be conditioned <br /> to be cut o `when the shortfall was met. Christopher Podgurski, MassCoastal, supported <br /> comments made by Mr. avossa� noting that as much tonnage as possible was desired and that <br /> taxes were paid allowing usage of the roads. her. Podgurski noted also that MassDOT would <br /> soon own the rail line at the end of the track to the airbase, allowing funds to be expended on the <br /> track. Mr. Jack disagreed with Mr. Podgurski about vehicles entering the town for a specific <br /> purpose, stating that the towns slid have control over what went to the facility, and that presently, <br /> the only entrance was through the Falmouth gate, Mr. Jack agreed that traffic should not be <br /> increased by working to meet the shortfall, adding that it would be unlikely for Martha's <br /> Vineyard to want to use the UCRTS and expressed interest in reviewing suggested guidelines at <br /> the next meeting. Ms. Laurent and Mr. Tilton will work together to draft conditions. <br /> Mr. Cavossa stated that his additional 20-3 o tons per month would not resolve a shortfall, but <br /> suggested that if problems arose, the ward met monthly and adjustments could be made such as <br /> timing, route or amounts. Mr. Cavossa stated that limiting the amount would be counter- <br /> productive and that the goal was to reduce the shortfall and provide convenience and <br /> accessibility to the haulers. Mr. Cavo ssa expressed interest in speaking directly with <br /> communities regarding his proposal. Ms. Laurent stated that the issue should be discussed <br /> further at the next meeting as well as the calendar for 2012, and that she and Mr. Tilton will <br /> forward a draft proposal prior to the Board prior to the meeting. <br /> Regarding the U T ' Future, Ms. Laurent inquired whether the agreement between Falmouth <br /> and Bourne had been finalized and Mr. Jack indicated that it had not yet been finalized. FIs. <br /> Laurent inquired whether Falmouth wished to continue using the UCRTS and Mr. Jack <br /> 4. <br /> responded that the facility continued to offer value to the upper Cape. Mr. Jack suggested that it <br /> could operate as a multi-use facility beyond just solid waste and noted that Bourne had expressed <br /> interest in a partnership. Mr. Jack recommended issuing an RFP in order to identify the options <br /> that would be available for the U l T , such as a public/private relationship or rnultiLuse facility. <br /> Mr. Jack indicated that recycling would be a need for the Cape and expressed interest in SWAG <br /> reviewing the issue now. lis. Laurent inquired whether Falmouth would be concerned with <br /> increased traffic if the facility were expanded to accept recycling but Mr. Jack suggested that the <br /> financial benefit may outweigh the traffic impact. Mr. Jack added that the entrance could also be <br /> changed from solely using the Falmouth entrance noting that a portion of the facility was sited <br /> in Sandwich. The Chair inquired whether Bourne was interested in recycling and Mr. D. Barrett <br /> responded that there was nothing concrete, though there court be more developments, but <br /> suggested that the facility would be a good option for recycling and/or D. <br /> Mr. Cavossa indicated that he was in a position to make business decisions over the next few <br /> months and that his offer could not stay on the table forever as he would need to enter an <br /> agreement with a facility. Mr, Cavosga indicated that he could help fix the problem. Ms. <br /> Laurent inquired about where Mr. Cavossa would find tonnage to fulfill the 40,000 rail <br /> requirement, while Sandwich and Mashpee direct hauled their 7,000 tonnage to SEMASS,, and <br /> 3 <br />
