All voted unanimously. <br /> Discuss/Approve: Acceptance of MSW from Non-Member Towns <br /> Ms. Laurent distributed copies of proposed conditions for accepting MSW from non-member <br /> towns. Mr. Tilton agreed that the document was straightforward and inquired about the <br /> definition of"'in good standing." Ms. Laurent responded that"tri good standing" would require <br /> haulers to be permitted and current with billing for each of the towns. The Chair stated that the <br /> EAA would allow acceptance of MSW from.non-member towns. Mr. Wilton stated that <br /> Sandwich}s Town Counsel felt it was legally acceptable. Mr. D. Barrett recommended the <br /> possibility of adding a condition that the Board would reserve the right to make changes should <br /> there be concern about meeting the permitted limit of tonnage. Ms. Laurent recommended <br /> contacting the haulers to identify estimates of tonnage that would be anticipated. Mr. Paultz <br /> inquired about the commercial rate and Ms. Laurent stated that it would be 45 for SEMASS <br /> plus the UCRTS rate of 171$18. Mr. Paultz indicated that Nauset Disposal may be interested in <br /> providing a truckload or two per week. <br /> Ms. Laurent made a motion to approve acceptance of waste from other communities per <br /> the rules outlined. Mr. D.Barrett seconded the motion. All voted unanimously. <br /> notice will be sent to all licensed haulers and the change will be effective immediately. <br /> Discussion; February 6, 2013 CCSWAC Meeting <br /> Mr. Tilton distributed copies of the SEMASS partnership Proposal. Mr. Tilton noted that <br /> Falmouth had established an agreement with Bourne and expressed disappointment that they <br /> chase not to work together as a group to negotiate a deal after working together on the UCRTS <br /> for approximately 20 year's, Covanta has offered a proposal that would be a 1 0-year initial term <br /> with two mutual 5-year option terms and a minimum annual tonnage of 85% of new annual <br /> tonnage, which would allow for changes in recycling. Tipping fees would range from $69_$72 <br /> per ton and would be based on the total amount committed to by the group, Price changes would <br /> be based on greater than 8 8,000 tons} equal to or greater than 60,000 tons or less than 60,000 <br /> tons. Annual escalation would be 2.5% or based on the consumer price index, Community <br /> outreach funding would also be provided at .25,50 per ton, per year for solid waste and <br /> recycling. regarding bundle services, Covanta requested right of first refusal for recycling and <br /> would allow flexibility depending upon rates being offered by other vendors. Covanta was also <br /> interested in the rail agreement. SWAC intended to counter offer and to finalize the figures with <br /> other vendors. <br /> Discussion: Future of UCRTS <br /> Ms. Laurent shared a letter from Nauset Disposal indicating their interest in being considered for <br /> a.public/private partnership for operation of the UCRT , as well as Mr. avossax s previous <br /> offer. Both lMashpee and Sandwich Town Counsel were in agreement that a private operation <br /> would need to go out to bid. �&. Tilton stated that prevailing wage would be required. The <br /> Chair also noted that conflict of interest could also be an issue, whether a private hauler would <br /> favor their business or the municipalities.
