Ms. Laurent noted.that <br /> Mashpee had until July to submit their decision. <br /> Transportation Problem <br /> Chairman Elliott reported that there had been a serous transportation issue at the UCRTS due to <br /> the railroad, adding that dispatch was now coning from Wisconsin and parent company Iowa <br /> Pacific Corporation, who owns 0% of the railroad. The Chair stated that the company would be <br /> taking over the management of the railroad. The Chair stated there were no empty rail cars for <br /> an entire week and that acquiring trucks becarne problematic. Torn Cippola at SEMASS was <br /> able to provide trucks. The Chair stated that it had been a challenge to get in contact with the <br /> railroad to resolve the matter.- Ms. Laurent stated that she had sent documentation to Mashpee x s <br /> Town Counsel regarding the four occasions when the railroad was not operating for a period of <br /> time. In addition, there was no timely communication from the railroad creating a scramble to <br /> acquire truck transportation and the contract stated that the railroad should have been responsible <br /> for providing truck transportation, Mashpee Counsel will be draffing a letter but inquired about <br /> financial consequences related to the issue. FIs. Laurent noted that their cost was increased due <br /> to the direct haul, Additionally, Noonan and ABC would be billing MassCoastal directly for <br /> their services provided. Mr. Tilton had forwarded an email to MassCoastal regarding the three <br /> days than Sandwich direct hauled and there was indication that they would pay the amount due, <br /> Ms. Laurent recommended that a letter be sent to l ass oastal as part of the record in case of <br /> future occurrences. Ms. Laurent will draft the letter and share it by email. <br /> Alternate Tonnage Enforcement <br /> Chairman Elliott referenced Falmouth's Board of Health provision allowing haulers to tip at an <br /> alternate site. The Chair noted that the four Falmouth licensed haulers had not reported tonnage <br /> to an alternate site since July 1, 2011. of the four haulers, only one had reported any tonnage <br /> whatsoever. The Chair expressed concern about the cost to the UCRTS from haulers tipping at <br /> an alternate site and referenced the contract with the railroad guaranteeing 40,000 tons, but noted <br /> that the per ton cost had been reduced by $2.21 for$8.50 per ton, now$10.34.
