Mr. Jack confirmed that there was some <br /> lag time. Mr. Cavossa explained the process where the companies complete the Falmouth forms <br /> based on tonnage information sent by Bourne. Ms. Laurent requested that Mr. Jack follow up <br /> with the Board of Health and requested that the most recent available reports be provided to the <br /> Board of Managers. <br /> Ms. Laurent reported that SENIASS had expressed a concern and would not offer the sane rate <br /> for MSW from non-member towns. bates were offered from SEMASS at 70 for non-member <br /> towns and $45 for member towns. It was not expected that haulers would be interested in the <br /> rate. Ms. Laurent noted that SEMASS expressed concern about taking trash away from the <br /> Yarmouth facility. Mr. Cavossa stated that the hest option for the UCRTS would be to transport <br /> by trailer at $35-$45 per ton and discussed the increasing prices of SEMASS. The Bourne <br /> commercial rate was in the 0 range. The Chair noted that the only difference between the <br /> UCRTS and Bourne was the 8 tipping fee but Mr. Cavossa responded that with five trues a. <br /> day it could total $1,500 per day. Mr. Cavossa recommended allowing the UCRTS to haul b <br /> truck, noting that the commercial trash was not under contract when Ms. Laurent pointed out that <br /> the towns were still under contract for another 1 I2 years. Mr. Cavossa suggested acquiring the <br /> information as a means for negotiation. <br /> Future of UCRT <br /> Dave Quinn, of the Barnstable County IEP, was present to discuss the possibility of acquiring a <br /> technical assistance grant from the DEP to consider future options for the facility. Ms. Laurent <br /> indicated that]SEP was seeking more concrete plans. Mr. Quinn stated that, in contact with the <br /> T EP, a general feasibility study was too broad and that the IEP would be more likely to support <br /> something more specific, such a feasibility study for an organics or recycling facility. Ms. <br /> Laurent suggested the possibility of using UCRTS capital fundis or seek assistance from the Cape <br /> Cod Commission in order to pursue a feasibility study to consider future uses of the TW I T . <br /> Ms. Laurent also noted that the MTVR study was also looking at similar issues. Mr. Tilton <br /> confirmed that the AINM study was in its preliminary stages with no commitments, and had been <br /> discussion only. Ms. Laurent recommended reaching out Sharon Rooney for additional <br /> information. There was agreement that efforts should not be duplicated. Mr. Quinn indicated <br /> that he would follow up with Ms. Rooney for an update and/or possible joint meeting. Mr. Jack <br /> stated that MMR Planning was very broad and expected to be a long term process. <br /> Mr. Cavossa stated that the cost ofwaste on the Cape would continue to rise and that food was <br /> the heaviest component of the waste. Mr. Cavossa would have been interested in adding <br /> compost equipment to the UCRTS which would create compost from food waste in 48 how's. <br /> Mr. Cavossa indicated that it would be more viable commercially due to the amount of food <br /> waste available from restaurants as compared to residents. Mr. Tilton indicated that Mme, had <br /> discussed bringing in private compares to discuss available options.
