` C <br /> Ms. Laurent made a notion recommending that the Board of Managers send a letter to the <br /> Falmouth Board of Health regarding the hauler who reported that he would be tipping at <br /> an alternate site and had not yet submitted payment for tipping elsewhere, and requesting <br /> a follow up from the Board of Health. Mr. Wilton seconded the notion; All voted <br /> unanimously. <br /> Railroad Transportation <br /> Chairman Elliott reported that 3 loaded cars were parked at the railroad bridge Saturday morning <br /> and 5 loaded cars were at the UCRTS by Saturday afternoon and with no additional cars, there <br /> were 50 ton on the floor. No additional cars arrived until Tuesday afternoon, when the 5 cars <br /> were removed and by then, 250 tons had accumulated on the floor. Ms. Laurent noted that <br /> Yarmouth had been in a similar situation and closed their facility on Tuesday afternoon because <br /> they had no place to store the trash. Ms. Laurent reported that Iowa Pacific stated that they were <br /> doing everything possible and that service was to be provided 6 days a week. The Chair <br /> announced that the Covanta Customer Service proposal stated that 7 empty ears would be made <br /> available to the UCRTS. There was discussion regarding the number of ears being made <br /> available to Yarmouth and the UCRTS. Tr. Jack questioned the issue, pointing out that there <br /> had never previously been a problem with receiving cars. Mr. Tilton suggested that <br /> communication should take place locally rather than out west with Iowa.Pacific. The Chair <br /> indicated that he had repeatedly attempted to reach the trainmaster. There also had been little <br /> success in having MassCoastal attend a UCRTS meeting. There was discussion about leaving <br /> trash on the floor or in rail cars for an extended period of time. FIs. Laurent will follow up with <br /> Mashpee's Town Counsel regarding a letter to MassCoastal about the rail service issues and need <br /> for a local contact person and requesting that they attend the next meeting. The Chair indicated <br /> that Covanta and the bail would likely be meeting prior to the next UCRTS meeting. <br /> Holiday Closings <br /> The Chair indicated that the UCRTS was closed only for Thanksgiving, Christmas and.New <br /> Year"s, primarily to provide service for commercial trash. The Chair proposed that the IS T" <br /> may not need to be open for a few loads of trash, on minor holidays. FIs. Laurent agreed that it <br /> may not be necessary to remain open for winter holidays, particularly Martin Luther Ding, <br /> President's and Patriot's Day. Mr. Jack stated that he'd have to look at his schedule for each of <br /> the holidays to determine whether Falmouth would be offering curbside collection on those days* <br /> Additionally, Mr. Jack would need to review the union contract as employees may need to be <br /> paid for those days that were already in place for the UCRTS to stay open. Where was agreement <br /> that if the UCRTS was already paying the employees, they should stay open, unless holiday pay <br /> was involved. Mr. Goddard recommended mapping out the costs of the holidays year-by-year. <br /> Future of UCRTS <br /> Ms. Laurent indicated that she would have a meeting with Sharon Looney from the Cape Cod <br /> Commission on Friday at 10 a.m., to learn more about the pians of the Base and,regional waste, <br /> and invited other members to attend. <br /> 2 <br />
