The <br /> issue will be added to the next agenda. <br /> Discussion of Mass Coastal Railroad Performance and Contract <br /> The Chair met with Mass Coastal and Iowa Pacific, who indicated that they would resume the 6- <br /> day schedule through October and were continuing to investigate the issues that occurred in the <br /> spring. Invoices generated from the need to remove trash by truer have not yet been paid, <br /> though the railroad had accepted responsibility, Chairman Laurent suggested modifying the <br /> 11ashp ee and Sandwich payments to the rail, but noted that it would not be an option for ABC <br /> and Noonan (owed 1,800). lam-. Elliott indicated that the railroad had improved but that it was <br /> not what it should be, The Chair stated that she was now in receipt of daily emails from Iowan <br /> Pacific adding that there was discussion about issues that occurred with SBN.ASS. Mi. D. <br /> Barrett suggested a need to look out for the private haulers. The Chair indicated that Mass <br /> Coastal was billed in May at the direction of Christophe`Podgursky. Ir. D. Barrett suggested <br /> the possibility of the haulers billing the UCRTS in order to receive payment, and the U RTS <br /> could then adjust their payments to Mass Coastal. Chairman Laurent will look into the <br /> possibility of hTAaving the haulers bill the RTS, Mr. Elliott expressed concem regarding the <br /> lack of consistency with the arrival and departure of the cars. The Chair inquired whether the <br /> rail's performance was lacking enough for grounds to terminate the contract, but it was agreed <br /> there had been improvements and that it would be difficult to justify termination of the contract. <br /> Mr. Elliott noted that the Board of Health may have concerns about trash sitting on the flee-in <br /> 0 degree heat. <br /> Future of URT <br /> The Chair stated that she had net with Dave Quinn and Sharon Rooney of the Cape Cod <br /> Commission regarding the re-development of the base and the committee organized to review <br /> the possible uses, but noted that it was expected to be a very long process. Mr. Segura confirmed <br /> that there was no expiration for the consent of use but that permission was needed from the <br /> landowner, which was the state of Massachusetts. W. Elliott inquired about private businesses <br /> interested in using the property and Mr. Segura stated that it was state-owned land, leased to the <br /> Air Force and licensed to the Massachusetts Air National ward and that an agreement would be <br /> needed for the user. Chairman Laurent stated that the Cape Cod Commission had no funds <br /> available to support a feasibility study} were open to potential uses but were many years away <br /> from any final decisions. The Chair inquired whether the Board wished to pursue a feasibility <br /> study or wait to close the facility in 2014. Mr. D. Barrett indicated that more information was <br /> likely needed regarding regional recycling plans to determine future uses for the U RTS. The <br /> Chair inquired whether the location of the IRT S would be useful regionally and there was <br /> agreement that there appeared not to be a future for solid waste but possibly for recycling or food <br /> waste. Should Bourne also consider food waste recycling, there likely would not be enough <br /> available on Cape to support two facilities. Mr. D. Barrett also discussed the development of <br /> other recycling technologies such as the conversion of plastics into crude oil, which could benefit <br /> from the rail assets. The Chair pointed out that the current operation would end in 15 months <br /> and questioned how to attract other users if the buildings were owned by the U RTS but not the <br /> land. Mr. D. Barrett suggested occasional meetings until something developed with new <br /> technologies or the Cape Cod Commission. It was suggested that a list of potential options be <br /> brought to the next meeting for discussion. There was also discussion about trucking solid <br /> 2 <br />
