The Chair referenced the challenge of <br /> identifying which potential use would make the most economical sense. Mr. Tilton agreed that <br /> decisions regarding the future of the UCRTS would be based on numbers, but that presently it <br /> appeared as though it would be dissolved. r. O"Connor inquired about the current agreement and <br /> what would happen should the Board be dissolved. Mr. Tilton responded that any assets would be <br /> distributed equally among the towns, adding that future use of the facility for solid waste or <br /> recycling would likely be in the hands of the Cape Cod Commission. Regarding the current <br /> agreement, the Chair explained that consent had been granted by the Air Force but that the property <br /> was owned by the State and leased to the Air Force. The UCRTS owns the building, but not the <br /> land. lam-. Cavossa added that, if the building became obsolete, the towns would incur the cost of <br /> removing the building. The Chair indicated that the Base had expressed interest in the facility and <br /> suggested the possibility of mothballing the facility until -another use was identified or identify <br /> another potential use over the next year, prior to the expiration of the agreement. The Chair <br /> reported that Representative David vi exra expressed interest in attending December's meeting to <br /> discuss the possibility of using the facility for road salt since grant funds may be available to fand <br /> innovative uses. fir. D. Barrett confirmed that the contract currently allowed only rail out of the <br /> facility, with trucking as an alternative in emergency situations and that permission would be <br /> needed from DBP and Falmouth should there be interest in changing the condition.. Nor. Da Barrett <br /> added that the agreement was written in such a way that a determination would be made whether the <br /> facility was an asset or a liability, and if it was an asset, each town would have the right of first <br /> refusal or the assets would be divided up. If the facility was a liability, most likely the facility <br /> would be mothballed while potential uses were considered. <br /> Mr. Segura confirmed that the land was owned by the State and leased to the Air force and licensed <br /> back to the Air National Guard who consented use to the UCRTS. Should an entity wish to inquire <br /> further, should the Board of Managers be dissolved, M-r. Segura noted that a letter of request would <br /> need to be sent to the Base Civil engineer, adding that a private entity would likely result in a more <br /> involved process than a municipality. lam-. O'Connor stated that SEMASS was interested in the <br /> potential options available at the 1_TRT , stating that SEMASS was always looking to grog the <br /> company. Mr. D. Barrett confirmed that Bourne would also be interested in the facility. Mr. <br /> avossa pointed out that the location was valuable for the commercial haulers on Cape, and <br /> expressed concern about the cost of waste increasing due to dinnished competition as SEMASS <br /> controls the end points of disposal. Mr. Cavossa recommended that the Board of Managers <br /> continue to control the facility while allowing a private entity or commercial hauler to run it. The <br /> Chair inquired whether there would be enough volume to justify maintaining the facility as each <br /> town removed its municipal loads.
