Barrett suggested that the cost of the <br /> conceptual designs would be costly. <br /> Chairman Laurent inquired about the timing for funding as the facility would be operational <br /> through to the.end of the calendar year, with no use established after that timeframe. Daniel <br /> Gleason., Department of Defense/office of Economic Adjustment, responded that his office <br /> provided adjustment assistance to communities impacted by defense action. OEA has worked <br /> closely with the Cape Cod Commission, as well as Joint Base Cape Cod, to identify 'Issues that <br /> may be impactful to future missions of the base, such as infrastructure areas like wastewater. <br /> Mr. Gleason-pointed out risks with a new use, such as increased costs to JBCC or increased <br /> traffic, and the need to assess any risks as use of the facility could not be incompatible with the <br /> military's needs. W. Gleason indicated that the funding was non-competitive discretionary <br /> funding, meaning that the timing would be flexible. A submitted application with a fundable <br /> scope could be reviewed by a committee in a -7 day time period with an award possibly issued <br /> in to business days. Mr. Gleason emphasized that activities at the site would geed to maximize <br /> the ability for the installation to maintain its mission while assisting local communities. The <br /> Chair pointed out that they would be seeking a study to ascertain the hest use of the facility for <br /> all parties involved and inquired about interest by the Rail and.the State. Mr. Gleason responded <br /> that reuse studies were often supported by his office. Virginia donan responded that the rail <br /> head did provide a military benefit and expressed interest in maintaining its viability for the <br /> possibility of moving heavy equipment. Carter Hunt, of MassDevelopment, referenced the <br /> military bond bill which included the transfer of a federally owned parcel of the rail line for land <br /> owned outside of Hanscom Air Force Base and transferring the ownership of the rail line from <br /> D AM to the MA Department of Transportation in order to maintain the rail. Mr. Hunt added <br /> that the rail offered a benefit to both the installment and local communities. Mr. Carter <br /> confirmed that the T ' 19 acres would remain with DCAM and referenced MA oastal's <br /> interest in utilizing the location for a lumber off-loading operation. <br /> -Patty Daley, of the Cape Cod Commission, suggested that a clear line of communication be <br /> established for the scope as well as establishing a committee or group consisting of the towns, <br /> Cape Cod Commission, MassDevelopment and the r litary. The Chair inquired whether the <br /> subcommittee would finalize the scope of the study and then submit the application and FIs. <br /> Daley agreed. Mr. Hunt stated that his primary focus was working with the installation to reduce <br /> costs. lam'. Tilton noted the importance of all parties being in agreement and recommended <br /> consideration of other options beyond what had been initially listed in the scope. Mr. Tilton also <br /> recommended the possibility of reaching out to the public sector. <br /> Mr. Jack suggested that the scope offered a broad application to include the entire Cape and <br /> possibility off Cape. Mr. Jack stated that it could impact other communities and recommended <br /> identifying who would be impacted to allow there to be an active participant. The Chair <br /> suggested incorporating others once a consultant was hired. Ms, Daley suggested it could be part <br /> of the study. Where was discussion regarding the ordering of the tasks and it was suggested that <br /> public outreach should occur earlier in the process. 11s.
