Board of Managers <br /> Upper Cape Regional Transfer Station <br /> Meeting Minutes <br /> November 12,2014 at 8:00 a.m. <br /> Mashpee Town Hall <br /> Mashpee; Catherine Laurent, Chairman <br /> Falmouth: John Elliott <br /> Sandwich: Paul Tilton <br /> Bourret Dan Barrett,Phil Goddard (alt.) <br /> Otis+ Chris Segura <br /> Present.- Chairman Catherine Laurent, John Elliott, Paul Tilton, Dan Barrett, Phil Goddard, Chas <br /> Segura <br /> Also Present: Carol Cavossa, Scott Macl evin, Greg Crowley-- avossa Disposal Corporation <br /> CAME TO ORDER <br /> The meeting was called to order by Chairman Laurent at 8:13 a.m. with a quorum. <br /> NEW BUSINESS <br /> Approve Minutes of October 8, 2014 Meeting <br /> MOTION: Mr.Tilton made a notion to approve the minutes of the October meeting* Mr. <br /> Elliott seconded the motion. All voted unanimously. <br /> Approve October 2014 Residential Tonnage of 1,970,51 tons for reporting to SEMASS. Total <br /> Residential and Commercial is 2,,933.66 tors. <br /> MOTION: Mr. Tilton made a motion to approve the summary tannage for October 2014. <br /> Mr. Barrett seconded the motion. All voted unanimously* <br /> Closure Notice to MassCoastal railroad and Haulers <br /> Chairman Laurent reported that she had been in contact with Town Counsel to review the rail <br /> contract,who recommended that the Board send an official notice to the rail that trash operation <br /> would cease at the end of December 2014. Mr. Tilton conf=ed that Sandwich's contract with <br /> SEMASS was new and the Chair confirmed that both Mashpee and Falmouth's contracts were <br /> expiring at the end of the year. <br /> The Chair also reported that, in speaking with haulers, no interest was expressed in committing to <br /> tip trash at the UCRTS,except possibly if it was converted to recycling. The Chair inquired <br /> whether the Board wished to send a similar letter of closure to the haulers. Mr. Tilton inquired <br /> whether it world be individual by town or from the Board of Managers and the Chair recommended <br /> that the notice be sent to all haulers regardless of their town location from the Board. Mr* Tilton <br /> recommended a reminder to the haulers their meed to re-apply for permits to each individual town's <br /> Board of Health. The Chair recommended notifying the Boards of Health that haulers would no <br /> longer be required to transport their waste to the UCRTS. Mr. Goddard recommended that the letter <br /> to haulers also note that alternative uses were being considered for the UCRTS. N1r. Jack had <br /> recommended that notice also be seat to facility employees. The equipment operator was a floater <br /> for the Falmouth DPW but the supervisor had been a permanent assigned employee. <br /> 1 <br />
