Mashpee Planning Board <br /> Minutes of Meeting <br /> January 18,2012 at 7:00 pm. <br /> Selectmen's Meeting Room Mashpee Town Hall <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Selectmen's <br /> Meeting Room at Mashpee Town Hall by Chairman Waygan at 7:05 p.m. on Wednesday, January <br /> 18, 2012. <br /> Planning Board Members Present: Chairman Mary Waygan, Clerk George Petersen, Dennis <br /> Balzarini, David Kooharian <br /> Also Present: Tom Fudala-Town Planner, Charles Rowley-Consultant Engineer <br /> Absent: Vice Chair Joe Mullin <br /> SPECIAL PERMIT <br /> Applicant: Bill Holbig/Mashpee 130 Shoppes,Inc. <br /> Location: Corner of Route 130 and Ashumet Road <br /> Request: Modification of Special Permit to allow variations from approved building, <br /> site and landscape plans. <br /> Chairman Waygan read for the record the request. The Chair self-disclosed that she was an abutter <br /> to the property and that she had filed a Section III Form with the Town Clerk. The Chair stated that <br /> she had no financial interest in the property or company. Due to the absence of a Planning Board <br /> -member, Chairman Waygan indicated the need to sit on the Special Permit, for which there was <br /> unanimous consent from the Board. <br /> Mr. Fudala stated that he and Mr. Rowley had conducted a site inspection because the applicant was <br /> seeking an occupancy permit. Mr- Fudala reported that that there were some differences between <br /> the site and the original plan, such as the front sidewalk that was not built and/or connected to the <br /> bike path due to the change in use to a medical office. Mr. Rowley described the drainage issue <br /> occurring in the same area due the bike path being at a higher grade than the entrance. Mr. Rowley <br /> noted that the water would flood the entrance if the sidewalk were eventually connected to the bike <br /> path, unless drainage provisions were made. Mr. Rowley shared photos of the site with members of <br /> the Board. Chairman Waygan indicated that an island of grass now existed between the bike path <br /> and Route 130. Mr. Fudala also noted that the original plan included a sidewalk along-Ashumet <br /> -Road with trees located on the-fat side. However, the elevation of the sidewalk needed to be <br /> changed as a result of additional drainage issues. Ron Welch, representing the applicant, explained <br /> that a low spot on Ashumet Road caused nm-off to fill the bio-retention well, requiring that the <br /> sidewalk be straightened with a hump in order to divert the run-off. Mr. Fudala also stated that the <br /> flagpole had been re-located. Mr. Fudala noted that the landscaping plan had changed due to the <br /> sidewalk re-location, and that there were no trees located on the far side of the sidewalk as <br /> originally planned. In addition, a number of plants in the buffer area were significantly less than <br /> what was planned. Mr. Welch responded that, due to budgetary constraints, 1/3 fewer trees were <br /> utilized in the area. Mr. Fudala also stated that additional plantings were needed and some appeared <br /> sickly, requiring replacement. Mr. Fudala included a condition that plantings be added to screen the <br /> HVAC units, that the dumpster area be graded and seeded and that a gap be filled in. Mr. Welch <br /> 1 <br />
