Page 7 <br /> Board of Selectmen <br /> Minutes <br /> March 27, 1995 <br /> Q.LD BUSMSS; <br /> Town Meeting Warrant Review: <br /> Adoption of By-law Requiring Employment Em to ment Preference: <br /> Communication was received from Town Counsel dated March 6, 1995 <br /> relative to the adoption of a By-lawrequiring Employment Preference <br /> to Mashpee residents for Town construction projects. <br /> It is Town CounseFs recommendation to not adopt a resident preference <br /> by-law at this time. Such a by-law would violate the Privileges and <br /> Immunities clause of the United States Constitution. <br /> (Article IV,Section 2,Clause 1) <br /> With regards to the High School project,Selectman Dinizio indicated that <br /> it is important to inform Mashpee residents of the file sub-bids in a timely <br /> fashion. <br /> In the specifications of the High Schoolp re-bid conference,contractors <br /> were urged to hire Mashpee residents to the greatest extent as possible <br /> indicated Mr.Whritenour. It was noted that Mashpee is currently forming <br /> a local job bank. <br /> Special Town Meeting Warrant: <br /> The Board reviewed Draft#3 of the Special Town Meeting Warrant dated { <br /> March 24, 1995. <br /> It was noted that Article#4 was added to the Warrant proposing to <br /> appropriate or transfer from available funds a sum of money to the Legal <br /> and Engineering Account. Actual sum to be inserted. <br /> Reserve Fund Transfer Request: <br /> Chief Baker requested the Board place an Article on the Special Town <br /> Meeting Warrant to transfer the sum of$15,000 from the Reserve Fund <br /> to the Fire Department Salary and Wage Account. <br /> Motion made by Selectman Vaccaro to place on Article on the <br /> Special Town Meeting Warrant to transfer the sum of $15,000 <br /> from the Reserve Fund to the Fire Department Salary and Wage <br /> g <br /> Account as requested. <br /> Motion seconded by Selectman Caffyn. <br /> VOTE: Unanimous. 4-0. <br />
