Page 3 <br /> Board of Selectmen <br /> Minutes <br /> September 18, 1995 <br /> NEW BUSINESS: <br /> &h.eflrish ll <br /> It is the unanimous decision of the Shellfish Commission to shorten the <br /> scallop season this year indicated Richard York, Shellfish Constable. <br /> The Shellfish Commission has recommended the opening of the scallop <br /> season as usual at sunrise on October 1,but closing the season at <br /> sunset on December 31 1995. . <br /> Mr. York indicated that the early closure wouldrotect the remaining <br /> g <br /> seed scallops that were released last fall. <br /> *It is the consensus of the Board to schedule a Public Hearin on the <br /> Request to Amend the Scallop Season n early November. g <br /> LD BUSMSS: <br /> &vielE�,.,etition Arte <br /> Article 19 and 20: Helene DeFoe, Library Director was present to <br /> discuss petition Article's 19 and 20 with the Board. Ms. DeFoe submitted <br /> a chronology of library position requests for fiscal year 1995 to support <br /> the petition articles presented on the Town Meeting warrant. <br /> With reference to Article 20,Ms.DeFoe indicated that Town Meeting <br /> in May authorized funding to increase the hours of the Circulation <br /> Assistant from a non-standard to a standard part-time position. <br /> This is a clean-up article to appropriate medical benefits explained Ms. <br /> DeFoe. It was noted that additional help is necessary to provide coverage <br /> at the library during the evening hours and on Saturdays. <br /> Selectman Caffyn related concerns with regards to the twenty-five hour <br /> part-time position that includes the payment of benefits. She recommended <br /> the library consider hiring an additional part-time employee or perhaps <br /> increase the hours of the Circulation Assistant to thirty-five hours per weep <br /> to obtain the medical benefit package offered by the Town. <br /> Selectman Mills agreed. It is unfair to Town employee's held at the <br /> nineteen hour per week threshold without benefits. The medical benefit <br /> package of$5,495 could fund additional part--time employee's indicated <br /> Selectman Mills. <br /> In future negotiations, Selectman Costa recommended the Board consider <br /> addressing employee benefits by using percentage rates related to the <br /> number of hours worked by part-time employee's to obtain health benefits. <br />
