Page 4 <br /> Board of Selectmen <br /> Minutes <br /> September 18, 1995 <br /> QLD B.USINESS: <br /> Heyiew oLletition ArticleS: <br /> Article 20: <br /> Motion made by Selectman Costa to support Petition <br /> Article 20 as authorized by Town Meeting, <br /> Motion seconded by selectman Dinizio. <br /> VOTE: 3-1, <br /> Selectman Caffyn in opposition, Selectman Mills abstained. <br /> Article 19: Ms.DeFoe indicated that the Library Board of Trustees <br /> is requesting that the library staff classifications be upgraded to the level <br /> of other Town positions requiring smvlar levels of skills and comparable <br /> work performances. <br /> Ms.DeFoe indicated that the grades and levels are in range with the <br /> Position Classification Study. It was noted that the Personnel Board <br /> has not discussed the upgrading of the lib staff classifications as <br /> �y <br /> defined by the Library Board of Trustees. <br /> *It is the consensus of the Board to obtain input from the Personnel <br /> Board and review the numbers in comparison to the Classification Study. <br /> Article 21: Article relative to wintergreen Road. <br /> It was noted that the DPW recommends approval. <br /> Brad Caffyn discussed Petition Articles 22,23 and 24 with the Board. <br /> Article 22: warrant posting petition request for (30) days notice. <br /> The amended request will give voters a longer period to. <br /> understand the articles before Town Meeting. Mr. Caffyn <br /> indicated that two weeks is inadequate to study and review <br /> the articles to make an informed decision. <br /> Article 23: Request to amend the warrant articles which request a sum <br /> of money,to state the amount of money being requested. <br /> Article 24: Request to amend the warrant articles for a capital expenditure <br /> of$1,000,000 or more to be contingent upon the passage of <br /> a referendum question approving the appropriation. <br /> Article 25: Request to amend the Town bylaws; any municipal employee <br /> for whom a term of office is not specified shall not be subject <br /> to reappointment for any term of office, and to vote that the <br /> position of Town Planner be placed under the supervision of <br /> the Planning Board. <br />
